Ganado approves Dollar
General lot purchase

Ganado City Council met
for their monthly session Aug.
14 at City Hall. The bid by
The Overland Group was
accepted to build a Dollar
General on N. Third St. and
first steps were made towards
being able to use the area
around the railroad intersec-
tion with Hwy 172 available
for parking again. The city
received a clean audit and
denied a proposed in-city
skeet shooting event in other
business.
The bid by The Overland
Group LLC of property
between 304 and 310 N. Third
St. for the site of a Dollar
General was approved for the
amount of $22,500. Council
passed the motion after meet-
ing in executive session. The
group is under contract with

ESD agree on rate

The City of Edna won’t be
receiving additional funding
from the Jackson County
Hospital District Board of
Directors after it voted 7-2 to
not help fund Edna EMS
when they reconvened after
an executive session at the
Aug. 23 JCHD regular meet-
ing.
“The board could not justi-
fy the additional expense,”
according to JCHD
Administrator/CEO Bill
Jones. “With the expansion
of services and extensive
hospital renovation, the dis-
trict is facing a tight budget
this fiscal year. Hopefully,
we can work with the city in
other ways to enhance the
delivery of EMS services to
the residents of the district.”
The EMS department has
been struggling due to rising
costs. The Edna City Council
held a budget meeting on
July 19 to discuss the city’s
paid EMS and fire depart-
Joe Hermes said the depart-
ment will cause the city to
lose $600,000 next year,
which will be paid out of the
city’s reserves. The city will
decide before the 2013-2014
budget cycle if they are
going to continue to fund the
EMS.
Should the Edna EMS and
fire department be dissolved,
the responsibility for EMS
for the county will fall fully
in the lap of the Jackson
County Hospital District.
“We got into the EMS
business at public request to
serve the underserved areas
of Jackson County,” Jones
said at the July 25 JCHD reg-
ular meeting.
Ruben Castillo, director of
plant operations, gave a
report on the hospital expan-
sion and renovation project
at the Aug. 23 meeting. The
overall cost for the project so
far is at about $3.7 million,
which is a non-bid price.
Jones said they don’t know
how much the Phase 3 proj-

No West Nile
found in county

Confirmed reports of West
Nile virus in Texas has raised
red flags at the Jackson
County Emergency
Management Services.
Recent reports indicate there
has been at least 23 deaths
total in the state from the
West Nile virus, including 16
deaths in Dallas County, at
least three deaths in Harris
County and most recently
and too close for comfort, a
death in Wharton County.
Jackson County EMS
Coordinator Allan Friedrich
said the City of Edna has
been spraying the area to
prevent the outbreak of West
Nile virus. Friedrich said the
EMS had spoken to state
health officials during a tele-
conference on West Nile
virus. He also said Jackson
County has not had any
reports of the virus, but that
people should take precau-
tions anyway.
The majority of cases pro-
duce no symptoms, or mild,
flu-like symptoms.
Symptoms often appear four
to 10 days after a person is
bitten by an infected mosqui-
to.
People older than 50 are
considered to be at higher
risk of becoming ill, the
symptoms of which can
include severe headaches,
high fever, stiff neck, confu-
sion, loss of consciousness
and muscle weakness.
“With one confirmed case
in Lavaca County and one
death in Wharton County, I
believe that we should make
every effort to educate those
who may not know what the
risks are and how they can
minimize them,” said Edna
Police Chief Clinton
Wooldridge. “Those at great-
est risk are not necessarily
those who are most exposed,

After strongly-worded let-
ters to the editor in local
newspapers were traded over
rumored tax cuts by Jackson
County Emergency Services
District No. 2, the ESD met
Aug. 13 at the Carancahua
Community Center to agree
on a tax rate.
Jim Revel and Jim
Peterson individually
addressed the board with
their concerns in front of a
crowd of 20 during the citi-
zen comments section.
Once the tax rate came up
on the agenda, the rate pro-
posed was $0,047 which
would bring in roughly
$61,829 on their usual 95
percent collection rate.
However, Ronnie Kubecka
made a motion for an alter-
nate rate of $0,045 that did
away with the community
outreach fund. The motion
passed 4-1 with secretary

Labor Day is Monday,
Sept. 3. All government
offices will be closed, includ-
ing the county courthouse
and all county and city
offices. The Transfer Station
will also close Tuesday, Sept.
4. All banks will be closed
for business and the post
office will have a complete
holiday. The Jackson County
Pharmacy and administrative
offices for the hospital dis-
trict will be closed.
All area schools will
observe the Labor Day holi-
day. The Jackson County
Herald-Tribune will be
closed for the holiday.
