Washington. Die. 23 1S43.
Thi3 morning came up amimg the orders of the day
the bill to remove the heads of Departments and the Pres-
ident back to the seat of Government This question be-
i.igoneof the utmost importance to the Nation and morel
pirticularly being a home thrust at the dearest and most
fer 'ently folio. ved 70I cy ofthe Executivp created. espe-l
cially among tho friends of the- administration an unusual
degree of excitement. Knowing tint they were in the
minority and fearing the worst r onsequencts to the equi-
nimity and smooth temper of the Executive every nerve
was 3trainpd. and every specie? of subterfuge adopted that
could in the least retird the pass igp of the bill. It is
q lite unn-cessiry to remark this singL isolated case of
a disagreement betwten Gen. Houston and those who fol-
1 nvll-m search the messages of thePresidentfor the last
8 months and where do you find more strong assurances
and repeated in almost every line that we are at peace
with the woild: that the savages heretofore prowling
upon our frontiers (through the mistaktn policy of "my
predecessc '') have e uher entered into treatits with this
irov rnm'-nl or been driven far beyond the most remote
a ttieuients orour frontier. That the husbandman has re
fi.it the Lxpculive would most willingly have received
throughout the country. INol so his friends when discus-

We should calculate the probable effect and influenced
which the employment of our troops on the Rio Grands?
nuht pro.rice upon iviexico as wph as ine e-vents-wtlichl
back before the enemy it would only increase the panic
if any existtd and if atlhe commencement there should be
no octu u panic u would have a tendency to create onej
or at least to depress the ardor of our troops.
In regarding; an enemy we ought not to rely sq much
upon their insufficiency as upon our own preparation and
readiness to me Pt them. By undue estimating them we
neglect to husband our own strength and to use that fore-
castand precaution which might alone ensure .success to
our arms. . 4
We have yet time to organize our forcesby sending ex-
pn'ssps to the several Colonels' Commanding Regiments
throughout th j Republic with contingen' orders so as to
meet or rendezvous at certain points to enable us to coun-
teract the prbb ible movements ofthe enemy. This may
be clone at an expense not exceeding two thousand dollars
and an appropriation of that amount fs respectfully re-
commended. If Texas is invaded the obj'pct will certainly be to over-
run tbe country by a formidable force entering it proba
bly in two divisions : the most numerous by San Antonio ;
detaching to upper Colorado a sufficient force composed
nrinciDally of C tvalry to sustain itself: nnd after ravaging:

uniie with the main body advanced from Bexar. The
lower division will probibly enter the country by Victo-
riiand advance along thp sea board in co-operation with
the fleet destined for Galveston inciting if possible an
insurreetion among- the negroes of lower Colorado and
the Brazos; supplying thm arms and munitions of war
an 1 formins finally a iunction with their fleet at Galves
ton. The division at La Grange may be expected in the
oreatest force lo advance to Washington whilst the fa;
mamJcr of the division would diverge by San Felipand"
those at this point cross ihe Brazos descend to the bay
and there concentrate with the entire force ofthe invading
amv. They would thus have the entire command of our "
waters and the Gulf and coull sustain tnerrs'dves. recei-
ving supplies by water and by the aid of cavalry harrass
tne country eastward as fir as the Trinity; and foruge
upon the stock and numerous herds of cattle which abound
in Texas
H this miy not occur and it is even possible that an
inv i-ion may not tike place; but if the enemy possess
