TRA hoping to clean up the Trinity
ARLINGTON - Dallas has vastly
revised its plans for the temporary
discharge of untreated wastewater
into the upper Trinity River after
coordinating their options with the
Trinity River Authority.
The issue first emerged in the
form of a permit request by Dallas
to temporarily bypass untreated
wastewater so that facility im-
provements could be put on-line in a
major wastewater treatment plant.
When completed, the improvements
will allow for higher levels of treat-
ment than currently possible, and a
long term improvement in Trinity
River water quality.
In their initial permit application
to the Texas Water Commission for
authority to bypass untreated
wastewater into the river, Dallas
cited the need to discharge a max-
imum total of 1.8 billion gallons of
wastewater on 12 separate occa-
sions. After a comprehensive review
of their options they have revised
their requirements to a maximum
discharge of 477 to 780 million
gallons on three to six separate occa-
sions.
The full extent of Dallas’ scaled
down plans was presented at a TRA
arranged meeting in Austin on Jan.

Allen Hightower, state represen-
tative for District 18 attended the
meeting.
“TRA does not want a single
gallon of untreated wastewater in
the Trinity River,” said Danny F.
Vance, TRA’s general manager,
“and we are going to continue to
work with Dallas at achieving zero
discharge. If this is not passible we
have further asked Deltas to insure
that any discharges made occur
under optimum weather and river
flow conditions to mitigate any im-
pacts. We will testify to this fact at
the Texas Water Commission hear-
ing on Feb. 4.”
Dr. Richard M. Browning, TRA’s
Planning and Environmental
manager, said, "Tremendous im-
provements have been realized in
Trinity River water quality in the
last 20 years, and the $60 million in
improvements Dallas wants to put in
operation by temporarily bypassing
will add to this significantly.”
“From a practical standpoint,”
Browning added, “a relatively
small, short term bypass of un-
treated wastewater, with relatively
high stream flows and cold water
temperatures would have little if
any impact, and only in the upper
Trinity. Dallas’ proposed discharge
of as much as 30 million gallons in
February would fit in this category.
Under no circumstance will a
discharge be permitted that will af-
fect either the Huntsville or Liv-
ingston water systems.”
Because the impact of any propos-
ed discharge can i# so greatly af-
fected by weather and river condi-
tions, TRA has requested that any
discharge after February be con-
sidered under separate permit re-
quests. Several of the city’s initial
proposals for discharges are unac-
ceptable, particularly in terms of
the spring fish runs, and must be
avoided,” Browning said.
“Although the authority to
monitor, police and enforce water
quality standards in the Trinity
River Basin is retained by the State
of Texas, TRA has a substantial in-
terest in water quality because it
provides drinking water from Lake
Livingston to numerous com-
munities such 33 Huntsville, TRA’s

resources in the Basin, and TRA has
pursued this goal aggressively for
decades,” said Vance.
