Supeiintendeiil Rev. AY". A. Smith took
charge- of the Institution. The pup Is
have not returned and it is now in a
languishing conilit'on. This stale of
things ought not to continue. It is hw-
portnnl that the Institution should bo
revived and go on to fulltll the benefi-
cent objects of its erection. We are
satisfied that there is no reason for the
continued absence of the pupils once in
attendance or for any who need its
benefits staying away. The buildings are
amply and in good order; the appiopria-
tion for its support sufiicieut; the Super-
intendent Matron and Teacher.- able
ellicient ami reliable. Wo b'lieve everv
care will be taken to improve the minds
and in iral- of pupil- and cause the light
of .-cience and religon to beam upon the

The rich and the poor the humble and
tlio exalted have nvido common cause
and shoulder to shoulder piesent an un-
broken front to those who would subdue
them. At home the loom and the spin-
ning wheel make music alike in the man-
sions of the. wealthy and the habitations
of the poor and the women of our State
vie with each other in contributing to the
wants of the soldier abroad or the needy
wives ant' children at home. No people
such as we have proven ourselves to be
can be conquered or overcome; and al-
though the struggle has been prolonged
and the cloud still curtains with dark-
ness our horizon yet looking to the patri-
ot's God for strength and i dying upon
the chivalry and unflinching heroism of
our a.'inics we know the time must -non
come when the foo will be driven from
our borders and peace shall once more
spread his white wings over the nation.
Wo have attempted during the pres-
ent -essiou of the Legislature to mako
ample and abundant provision for tho
familes ol our soldieis in the service; and
witii unanmitv have pledged ourselves
to. -co the suli'e.iug provided lor and
needy relieved. Wo have appropriated
a large amount of money to this end and
empowered the canities to increase the
tax upon their citi.ons for the purpose of
carrying out tho determination ol your
Representatives and making glad the
hearts 'of the bereaved and the destitute-.
.Nothing that we can do as Representa-
tives or as men shall be left undone to
make co nfoi table the wives the mothers
and the children who are entrusted to our
care by the soldiers of Texas; and it shall
be our .ride to see that they do not
want while the fathers inotheis bub-
ands an 1 sons are hi easting the storm of
war and sacrificing health and hfo that
wo may be free.
The chilling winds of winter are pass-
ing away ami spring has already touched
with his magic wand the forest trees and
the earth :s putting on his robe of gner.
The heavens have ponied out refie.-hing
rains the corn is springing from tl.e
ground and the pro-pect for abundance
is bright ami cheering. To Him u . i
tjoeth all things well our hearts arc lilted
up in gratitude for the many blessings
which our helmed State has enjoyed
while there has been so much sulfering
in our sister States. I file be for ii- and
with us who shall make us afraid.
To you biave soldiers wo turn w.th
pride. Your valorous deeds have attract-
ed a ";it ion's gaze and wrung from the
lips of your adversaries woncier and ad-
miration. Every battle-field has its sto-
ry of your powers and your victories and
history will write your names among the
bravest of the brave. Stand by your
col irs and the gallant men wtio lead you.

arc broken; consternation has seized up-
on tlios- who have been defiantand tho
wicked usurper begins to see the hand
writing on the wall But a little while
longer we shall have to .struggle and then
with open arms you shall be welcomed
