she had a clean record. She
asked to be allowed to resign
voluntarily.
“Mayor Ercanbrack stated
this would not be possible,”
said Caro. “City Administrator
[Karen] Wilkerson spoke with
the mayor privately and it was
determined that I would be
allowed to resign voluntarily.”
“Believing that I was
doing so with an honorable dis-
charge,” said Caro, “I tendered
my resignation.”
However, said Caro, she
later received a copy of her
service record and learned oth-
erwise.
“Upon receiving the copy
of my F-5 TCLEOSE papers, I
learned that a general discharge
had been issued stating I
resigned under investigation,”
Caro said.
“I do not believe this is an
accurate representation of the
facts,” Caro added.
Caro then requested that
the City of DeLeon submit a
revised service record granting
her an honorable discharge.
“I believe this would serve
the citizens of DeLeon and me
in the best possible manner,”
said Caro. “That’s all I want.”
Ercanbrack then said that
the council would revisit the
matter and discuss it further.
According to the City of
DeLeon, Caro’s service record
was changed after the meeting
to reflect her request.
The council then went into
closed executive session to dis-
cuss with City Attorney Lois
Rockefeller the council mem-
ber role with an employee mat-
ter, i.e, employment and termi-
nation, the council member role
when a citizen has brought a
concern to their attention, and
city policies and procedures.
This closed discussion was
requested by council member
Toby Hight.
No public discussion on
these matters was entered into.
A budget meeting fol-
lowed the regular agenda, with
particular attention paid to the
DeLeon City County Library.
The council gave assur-
ances that the city would con-
tinue matching the county’s
$24,000 per year disbursement,
creating a total of $48,000 for
the library’s operation in the
coming year.
There has apparently been
some behind-the-scenes wran-
gling between the city and the
county regarding the funding of
the library.
“We were concerned that
city and the county would get in
an argument,” said the
Shakespeare Club’s Jolene
Whitehurst, “and the library
would be a casualty.” The
Shakespeare Club is also a local
financial supporter of the
DeLeon library.
“We don’t want the library
to go away,” said Mayor
Ercanbrack. “We don’t want it
to be another sign of things
going away from this town. We
don’t want to do that.”
Ercanbrack, however, sug-
gested that the library find ways
of generating income on its
own.
City Administrator Karen
Wilkerson reported that she had
heard of libraries teaching tech-
nology classes to residents who
were not computer savvy as a
way to raise money.
“Technology is taking
over,” said Wilkerson, “and it’s
something we have to do to
keep the younger generation in
our town.”
DeLeon Librarian
Rebecca Hurteau reported that
she had been requested to
attend the Comanche County
Commissioners Court, stating
that the county is looking for
ways to cut expenses. It was
further reported that if the City
of DeLeon did not provide their
$24,000 share of the matching
funds, it was possible that the
county would cut their library
expense completely, causing
the closure of the library.
However, it was made
known that city would, indeed,
provide the matching funds.
The Shakespeare Club’s
Linda Gentry expressed her
appreciation to the council for
their consideration of the
DeLeon library.
In a called meeting on
Thursday, Aug. 16, the DeLeon
City Council voted unanimous-
ly to move forward with the
process of installing new water
lines and repairing storage tanks
by approving a resolution
requesting financial assistance
from the Texas Water
Development board and author-
izing the filing of an application
for assistance.
The resolution also includ-
ed the selection of three profes-
sionals to help assist in the
preparation and submission of
the application. These included
financial advisor Vince Viaille
of Specialized Public Finance
in Dallas, bond counsel Greg
Shields of Andrews Kurth LLP
of Austin, and engineer Scott
Hay of Enprotec/Hibbs & Todd
of Abilene, each of whom was
chosen by the council based on
a weighted system that took
into account several factors
including affirmative action
requirements and the city’s
familiarity with and knowledge
of the companies.
The application for the
financial assistance, which will
cover the cost of 60 percent of
the project outright and guaran-
tee loans for the remainder, is
due on September 4. The
DeLeon water line project will
be only one of 20 funded
throughout the state. Funding is
not expected to arrive until next
spring, reported Viaille.
In other news, Mayor
Ercanbrack thanked the Peach
and Melon Festival Committee
for their hard work in making
the festival a huge success. He
also thanked the DeLeon
Chamber of Commerce for
their work making Golden
Saturday successful.
