Much of the NTSB’s investigation is
focusing on bus structure, Bursley said,
“how it resisted the impact and what
happened during the crash.”
Several persons, including three of
the dead, were ejected from the bus
through the side windows. When asked
if those windows had functioned as
designed, Bursley said, “They’re
designed to be easily removed from the
inside.” He said the windows could
have come open due to the “racking” of
the bus body during the crash, or they
could have been pushed open by per-
sons inside the bus.
“Our purpose is accident analysis
and prevention,” Bursley said. “We’re
not trying to assign fault.” He added
study of the accident’s effects on the
bus body could lead to future design
changes. “We’re not necessarily con-
cerned with the design of that specific
bus, hundreds of others on the road are
built the same way.”
The possibility of requiring seat belts
in buses has been discussed in the past
and, although Bursley said seat belts
would have prevented persons from be-
ing ejected from bus, he was unsure if

Metropolitan Houston is noti-
fying area consumers that
they.may be eligible for
repairs, or reimbursement
of repair costs to engine
components and powertrains
specified in the recent con-
sent order accepted by the
federal Trade Commission
and General Motors Cor-
poration. The BBB will act
as the mechanism for com-
plaint resolution.
The consent order does not
authorize any automatic
payment for repairs, but
does require that all persons
who qualify under the Order
have an opportunity to pre-
sent their claims for media-
tion or arbitration. The
BBB's role is to provide this
mediation and, if necessary,

ween GM and its customers.
These customers include
owners of Buick, Cadillac,
Chevrolet, Oldsmobile, Pon-
tiac, and GMC vehicles,
which ire all manufactured
by General Motors and its
various divisions.
Under the Consent Order
there are two claim
categories:
The first category is for
existing disputes regarding
specific components.
These components are as
follows:
1. THM 200 Automatic
Transmissions, which were
first used in 1976 models, and
which remained in use
through 1983. This transmis-
sion will be found only in
rear-wheel drive vehicles,
and can be easily identified
by the word “METRIC”
stamped on the oil pan.
2. Camshafts or Lifters in
V-8 gasoline engines of 305 or
350 CID (Cubic-inch
displacement). Such engines
were first produced in 1974,
and remained in use through
1983.
3. Fuel Injection Pumps or
Fuel Injectors in 350 CID
diesel engines beginning
with the 1978 model year.
This component was used on-
ly in 8-cylinder engines.
These three components
were used in automobile
manufactured through April
26, 1983.
Anyone who has ever had a
problem or complaint con-
cerning one of these com-
ponents, and who paid for
repairs of these components,
may be eligible for reim-
bursement even if he or she
no longer owns the vehicle.
However, consumers will be
asked to provide proof of
ownership and repair costs.
The second claim category
makes this mediation/ar-
bitration program available
to current owners, of GM
cars or light duty trucks,
who have unresolved com-
plaints about the general
powertrain (defined by the
Order as engine and
transmission but not in-
cluding front and rear-wheel
final drive components).
Under the Consent Order,
GM will offer BBB media-
tion/arbitration of these
disputes for the next eight
years. This category applies
to past or current powertrain
problems, as long as the
owner who experienced the
problem still owns the vehi-
cle.
Consumers who believe
their auto complaints fall in-
to one of these categories,
should contact the Houston
BBB at 713/868-2513. -Con-
sumers in area codes other
than 713 should dial
1-800-392-6911, toll-free. The
Bureau will send a consumer
V claim form to the caller, who
\ must complete the form and
fetum it to the Bureau.
T^ere, the claim will be
assigned to one of the two
main categories, and for-
warded to the appropriate
GM\ office. BBB represen-
tatives will then follow the
progress of the claim
through the system, while
allowing GM to make direct
contact with the consumer.
If GM’s offer is not
satisfactory to the con-
sumer, he/ or she may re-
contact the Bureau to apply
for mediation/arbitration.
This Bureau service is free
to consumers, and provides
for Informal, convenient
hearings without com-
plicated rules of procedure.
Consumers are allowed to
participate in selection of an
arbitrator, who is a com-
munity volunteer, serving in
the interest of fair and
reasonable resolutions. The
arbitrator’s decision is bin-
ding on GM, but not on the
consumer until he or she ac-
cepts it as final.

Thefts cleared
Four young men from the
Corrigan area were arrested
and charged with burglary
of a vehicle in connection
with the Nov. 18 and 19 thefts
of three stereo systems. The
systems were stolen from
cars parked at Clifton-Duke
Chevrolet on U.S. Hyw. 59
North.
According to Police Chief
Forrest Powell the men, Joel
Anthony Foster, 17, of Cor-
rigan, Lawrence Anthony
RpII, 111, of Cnr~irrnn, .T. P.
Williams, Jr., 18, of Camden,
and Edward Leroy
Beinhorn, 20, of Moscow
were charged with the
burglaries and placed in
Polk Co. Jail under $500.
bond each.
Powell said most of the
stereo equipment, valued at
approximately $2000, has
been recovered.
Powell and Sgt. Barbara
Westerman were the in-
vestigators for the case.

passengers would use the belts.
Investigators have ruled out any
mechanical problems with the bus.
Four of the most seriously injured, in-
cluding Perry, remained in Hermann
Hospital Saturday.
Two passengers were taken to Liv-
ingston Memorial Hospital following
the crash. One of those, 10-year-old
Gilbert Gonzales of Zavalla, whose
mother was among those killed in the
crash, was treated and released late
Wednesday. Remaining in the local
hospital is Ramone Mora, 40, of
Nacogdoches.
