Council okays tax notes
for cemetery expansion
Kermit City Council voted
unanimously to issue $495,000
in tax notes Thursday night
to fund expansion of Kermit
cemetery. West Texas National
Bank purchased the notes at an
interest rate of 2.45 percent.
The cemetery is almost full
and the expansion project will
add an additional 2,000 lots.
“We are very proud of our
cemetery and we want to make
sure it continues to serve our
local residents for many years
to come,” said Kermit City
Manager Gloria Saenz.
Work on cemetery
improvements and expansion
is to begin in November.

Pumpkin
painting
Sunday
Kids ages 12 and under are
invited to paint pumpkins at
the historic Medallion Home
Museum in Kermit this Sunday,
Oct. 26 from 2 to 4 p.m.
Children must be
accompanied by an adult. The
fee of $8 per child includes
pumpkins, pattern, paint and
brushes. Refreshments will also
be served. Train rides around the
museum grounds will also be
offered.
The Medallion Home
Museum will also be open for
tours. The historic museum
is located across from the
members approved the request
of the Chamber of Commerce
to hold its annual Christmas
Parade on Friday, Dec. 5 at 6
p.m. The parade route is to be
changed this year. It will begin
on South Avenue D, go west
down Austin and end at Kermit
City Hall.
When the parade ends the
city will hold the annual City
Hall Christmas Tree Lighting.
The theme of this year’s
parade is “Rockin’ round the
Christmas Tree.”
In the recognition portion
of the meeting, certificates of
appreciation were presented to
sponsors of the recently held
Kermit Celebration Days.

Budget amendments were
approved as presented.
After the financial and
investment report Police Chief
Jamie Dutton presented his
department reports.
Last month officers
made 156 traffic stops, 267
citations issued, 17 arrests, 18
minor accidents, three major
accidents, 306 calls to 9-1-1,
seven fire calls, 67 ambulance
calls, nine disturbance/domestic
calls, eight assaults/fights, 97
requests for humane officer,
seven loud music calls, two
escorts, eight thefts reported
and 198 other calls for officers.
Code enforcement officers
made 63 contacts.
Public Works Director John
Shepard reported one water
tower had been painted and
painters were to begin on the
second tower this week. Water
main flushing is scheduled for
Oct. 27-31.
In attendance were Council
members Country Preston-
Roark, Richard Jackson, Julio
Pena, Norma Carrillo, Bobby
Slaughter and Mayor Jerry
Phillips.
Lions broom
sale underway

The annual Broom and Mop
Sale will get underway today
(Thursday) at 8 a.m. on the
courthouse square.

for the Blind help the blind
help themselves and aids the
Lions Club to continue to help
the community. All articles are

Trustees approve bond
refinance, hold public meet
Kermit I.S.D. School Board
approved the refinancing of the
school’s bonded indebtedness
and held a public meeting in
conjunction with the regular
monthly board meeting last
Tuesday. The public meeting
was to discuss the district’s
rating on the state financial
accountability system.
The District received a
Superior Achievement rating
from the state, It is the highest
rating a school district can
receive and Business Manager
Gail Fuqua said the school was
very pleased with the report and
rating.
Meeting with the school
board to discuss possible bond
refinancing were Michael
DeLeon and Steve Perry from
Wills Nelson and Associates.
They told board members
advantages of refinancing and
presented options.
It was pointed out that
refinancing now could save the
district $5.7 million by 2035.
On a motion by Trustee
Odie Marshall, the board
voted unanimously to hire the
firm and refinance the bonded
indebtedness.
Another topic considered
and approved by Trustees was
providing city-wide internet
service so that students can have
internet service at home.
Kermit Junior High Principal
Gabe Espino told the board in
a few years all textbooks will
probably be online and “We
need to enable our students.”
The schools have computers
available for students to
checkout and use at home.
It was also explained that
all school filters will remain
in place to ensure the safety of

As has been done for the past
several years, the City of Kermit
will be flushing water mains the
week of Oct. 27 through Oct. 31,
according to City of Kermit Public
Works Director John C. Shepard.
If residents experience
discolored water at their service,
refrain from culinary use, drawing
bath water or washing laundry until
you have run the water clear from
an outside hose bib or faucet nearest
your water meter.

voting
underway
Early voting got underway
this Monday and will continue
through Oct. 31. Registered
voters may cast their ballots
at the office of the Winkler
County Clerk located on the
first floor of the Winkler County
Courthouse. Hours are 8 a.m.
until 5 p.m. Monday through
Friday.

proposed 48” pipeline which
will be bringing water into West
Texas and Winkler County.
Appearing before Winkler
County Commissioners’ Court
in special session Monday
morning were Joe Carter and
Dr. John Littlejohn representing
V.V.Water Company and West
Texas Regional Transportation
Authority.
The water pipeline is to
bring fresh water from a well
field near Lake Amistad with the
purpose of supplying water to
oil companies as well as cities,
if desired.
Carter explained the project
is private-public and will bring
artificial turf at Walton Field.
“We bought this turf and it
has an eight year warranty,”
said Trustee Marshall. There are
two years left on the warranty.
One of the options offered
by the company was to replace
the turf at a cost of $125,000
and it comes with no warranty.
Supt. Boyd pointed out, “We
need questions answered,” He
added that the turf company
representative will be asked to
be at the next meeting of the
board.

The pipeline will have
the capacity to furnish 1,145
barrels of water per minute.
“Actual water delivery will
be based on demand,” Carter
explained.
Advantages to the county
according to Carter include the
availability of water, if needed,
and the county will have a
voice by supplying a director
to the Transportation Authority
Board. Directors will serve
three year terms.
It was also explained that
funds to build the pipeline will
come from oil companies, not
