CONGRESSMAN
BOB POAGE
September 20, 1968
Jear Friends:
This is one of those beautiful
lays which come in Washington
u the Fall. We know this weath-
er will not last, but it is wonder-
ul right now. I understand that
ve have had good rains at home
o our weather is good and I am
llad.
We have had a very actf e
■nd eventful week on the Floor
if the House. Some of you wilt
ecall that the House passed an
xtension of the present Farm
’rograrn before we recessed in
Vugust but that because of the
ibjections of Mr. Findley 'Re-
lublican of Illinois' we were un-
tble to send the bill to Con-
erence.
Last Tuesday 1 made a motion
o send the bill to Conference
ind got the House to agree. The
Conference rather readily agred
m a straight one-year extension.
The Senate has already approv-
'd the Conference Report. The
Republican Leadership of the
House had, before they had all
he facts, advised members that
I he House would not vote on the
matter this week and since next
Monday and Tuesday are bi|
Jewish holidays there can Lie
no vote until next Wednesday,
September 25th. At that time we
hope to vote both on this Con-
ference Report and the Confer-
ence Report on the Food Stamp
Bill.
I would not want to try to
judge the outcome of the vote j
hut we have moved the biil a
long way and we are hopeful:
that we can pul it over this last!
hurdle, in spite of the threat of;
one member of the Conference'
to defeat the report on the Farm ;
Bill, for which he had voted,
because he thought that we had
"conceded too much to the liber-
als” in the Food Stamp Bill. j
Our Committee has reported a j
bill which I introduced to re-
quire the Intermediate Credit
Banks and the Banks for Cooper-j
atives to retire all government |
capital. By doing this we would
help the government and at the ;
same time we will take these;
institutions out from under “bud-
get" control and greatly increase
their lending authority from pri-
vate lunds.
I expect to he home this week-
end and to speak in McGregor
io ihe Annual Membership Meet-
ing oi the McLennan County Rur-
al Electric Cooperatives. 1 will
of course he back in Washing-
ton on Wednesday for the vote
on the Farm Bill. It has been
many years since 1 had the op-
portunity to attend an R. E. A.
Coop. Membership Meeting. I
win have to spend the rest ot
the night on the piane to be hack
here in time for our morning
Committee meeting but | feei
that we are all getting too prone
to overlook the fact' that the
need for electricity in rural areas
is even more important today
ihan ever before. Just as long
as we can have two ditfereni
sources of this power both will
doubtless give good service.
Therefore, 1 don't want to see
euher the Coops or the private
power companies have all the
business. We need them both.
