present session of Congress. The Senate may
favor the President's schemes in relation to

.in our last issue touching his vindication from
-' certain Injurious charges. After ten years of
untiring labor dovotcd to tho organization in
'Europe of tho necessary commercial and fl-
nancjal elements upon which the South can
build a direct trade with Continental iurope ho
returns to Toxas from which he was first ap-
pointed as U. 8. Consul at Amsterdam. Mr.
Baylor has since been connected with tho De
partment of State at Washington and was
lately our Consul at Manchester England. I tie
direct trodo agitation throughout the South
has been conducted under his management
and his labors are at last crowned with success
by the creation of a powerful company in llel-
ginm and by seeing his policy universally t-
ken up by all tie Southern Stales from Mary-
land to Texas. The London Cotton Plant was
established by Mr. Baylor and that grenj en-
terprise has been transferred .to Brussels and
. is now" acting in combination with the French
anil German press.
We observe in Iho New Orleans papers an
honorabloandjuBt tribute to our citizen refu-
ting entirely the report set in circulation
agunst Mr. Baylor during his nbsence. It
seems to be the penalty which all men must
pay. who seek to rork ont any public measure
Jbat their motives and acts should bo misre-
presented by contrary interests. Mr. Baylor's
first residence in Texas was as a disbursing
oflicor.under the Government and his family
are among the oorly settlers of the State. Wc
trust that tho great policy of which he is the
leader and his years or labor in the cause of
Southern trade and Southern rights in Europe
will obtain for him a hearty welcome on his
return to the State of his adoption.

The annexation of Texas to the American
Union should not havo checked in any man-
ner tho direct trade which was -at tho time
growing Up between Galveston and Jiurope.
Tho w&o t of tlristrado hm long been felt by our
State. And now our vast railroad system do-
mauds imperatively a vigorous and immediate
policy in order that the people of Texas may
indeed realize actually tho benefits flowing
from tho vast expenditure in land and money
already made and yet to bo made forrailway
improvements. The questions arise : is Texas
to build railroads for tho benefit ol other com-
munities? Is Galveston to be a way station
on her own works; or is tho Commercial
Metropolis or the State to havo a direct Btcam
terminus in Europe of these railroads ? Thcso
aro qnestions to bo considered at once. And
connected therewith we shall allude to one or

Tho city of Baltimore after laboring for a
nuarterofa centurv and expending over thirty
millions of dollars finished her iron road io
tho Ohio. Immediately on ili completion what
toot nbxeat Whv. a Una of daily freight
f steamers were put ea between Baltimore and
New-York and a weekly lino to uoeion mm
the trado coming and going concentrated at
New-York and Boston and tho llaltimoro mer-
chants became lorwarding agents. New- ork
which gave not ono dollar to the Baltimore &
Ohio Railroad is this day practically tho At-
lantic terminus of that great work. Savannah
and Charleston aro iu the aamo condition.
Texas is on tha eve of seeing concentrated
alGalveston nn immenso railway system which
may reach in a reasonablo timo tho Pacific
ocean.
Now. that srstcm will not bo perfected with
out direct steam communication with the West
Indies with the Atlantic sea-board and with
Europe. An examination of our geographical
position shows that a liuo of steamers from
Charleston to Galveston would tako Cuba in
its route for Havana lies immediately above
such a service. Wc have now two steam lines
to Ncw-Oriean-no connecting directly with
New-Orleans and tho other at Berwick's Hay.
No one wo apprehend will deny the success of
these steamers or their importance to theStato
of Texas. A line of steamers thjsTorc from
Qaiveston to Charleston calling at llavuna
would jivo our railroads the necosary direct
steam communication with tho Went Indies
juid with tho Atlantic -sea -board. H only re-
mains to consider how such a service could be
extended to Europe
We preface this last point by the following
important publication issued officially in
Europt aud which wo find in the New-Orleans
papers. Tho publication is taken from tho
"Independence Beige" of Brussels Belgium:
"In one of our previous numbers wc gave an ae-J

each.
"It was a!o proposed that persons who might treat
with the Oompany whether la selling goods to It or
exporting them on their own account by lu agency
fchocld have credited to them a sam equal to five per
cent on the value of their goods In exchange for
which they shocfd receive shares of the Oompany
which would be a very equitable and practical means
of forming a capital and which offers the advantage
of stimulating the seat of the Industrial community.

readers that the Committee on the Development
of Direct Trade with the United States has resolved
to create a Commercial Company on the prlndplrs
Indicated In tho pamphlet to which we have referred.
This Oompany cf which we are assured the plan has
already been approved by the Government U to be
founded on a capital of tea million fraucs and
awaits only the last legal formalities to be dcflnlMre-
)y constituted.
"We believe that Oils Intelligence will be favorablr
rectlved by the entire Belgian commercial world and
we hope that oar manufacturers and merchants who
are above all interested In the progress of the In-
cipient Institution will approclato that It Is lhdr
duty to combine their efforts with those of the mem-
bers of the committee already existing Io consum-

limits." But it is well known that Mr. Buch-
anan has since changed this opinion and fully
endorses the decision of the Supremo Cpurtof
the United States on this important question
It is nevertheless certain that tho Democracy of

It seems from this letter Io put as favorable a
construction npen It as posslbje that Mr. Fillmore
la" opposed to the i'arrltlve Slave Law but signed thc
bill as "a palnfulduty." lie also congratulates the
country on the fact that Kausas Is a free negro State
and thanks (loir ty It. Well all this relates to Mr.
Fillmore himself and we have no fault to and with
It. If It was "painful" to him to perforin a const'-
tnUonal duly he certainly ought to know It. If he
Is thankful that Kansas Is a free nigger Slate why io
be It but we submit he had no authority for writing
that "wo (the North) are all anti-slavery In senti-
ment." If he had been at the Academy of Muslo
on the IBth Inst. and heard Charles O'Conor's bold
assertions that "negroslavery la not unjust." and to

he could ncvcr have written such a letter. If we

Abolition Journals of thc Nnrlh. Speaking of Sir.
fflllmore's letter. It says :
