cans, Hispanics, Asian/Pacific Is-
landers, uid Native Americans to
examine and evaluate patterns and
trends in housing sales, rentals,
and mortgage lending to minori-
ties.
Noting that this year represents
the jo,h anniversary of the Fair
Housing Act, which outlaws hous-
ing discrimination, Cuomo said:
“Housing discrimination is much
more insidious today than it was
two to three decades ago. Minori-
ties not only face slammed doors
but revolving doors as well; doors
that keep them moving in circles
that lead nowhere but to confusion
and frustration. If we are serious
about ending housing discrimina-
tion, then we must understand and
recognize its complexities and
subtleties.”
The audit will be the nation’s
most expansive, thorough, and so-
phisticated examination ever con-
ducted of minority discrimination
in the economic marketplace
Cuomo said lie said it comes at an
important time in the nation’s his-
tory, as society becomes more di-
verse and the number of minorities
grows at a rapid pace.

CPS board of
trustees approves
$885 million
revenue bond sale
The City Pubic Service Board of
Thustees approved the sale of
(113 million ih revenue refunding
bonds at a special sen ion today.
After approval by the San Antonio
City Council, the issue will save
the utility $39.6 million. City
Council will consider the bond
sale tomorrow.
Not only will CPS achieve a
significant savings, but the utility
will reshape its debt structure,
allowing CPS to prepare for
deregulation,” stated Jamie
Rochelle, Secretary-Treasurer and
Senior Vice President for
Corporate Services and Finance.
The move will release CPS fossil
fuel generation and transmission
facilities from private use
restrictions.
After City Council approval CPS
will issue $783 .3 million in tax-
exempt and $99. 6 million in
taxable revenue refunding bonds.
The final average interest rate
was 4. 92% on the tax-exempt
bonds and 6.34% on the taxable
bonds after several favorable
changes in the market during
pricing on Tuesday. These rates
and a demand for the bonds which
exceeded the amount of bonds to
be sold, indicates the continued
strong demand for San Antonio
bonds by institutional investors.
Eased on CPS’ recognized
financial strength, all three of the
nation's principal financial rating
agencies have mantained tne
utility's highly favorable ratings.
Moody’s. Fitch, IBCA, Inc., and
Standard & Poor’s rated ted CPS
Bonds AA1, AA+ and A A
respectively. CPS' s one of only
two municipal electric utilities in
the U S. to hold these high credit
ratings.

The "I" in Sin
There is no other way to spell sin
except with «i ”1" in the middle. The
T in the middle of sin is the perfect
example of mankind's position in the
eyes of God, to sin (right in the
middle). No matter bow holy, righ-
teous, or good to we think we are.
regardless of our title, position or
rank; and it does not matter how long
you have been riding the gospel
wagon train, you are still in the middle
of sin. Romans 3:23 says, "That all
have sinned and come short of the
glory of God." I John 1:8 says, "if we
say we have no sin, we deceive
ourselves and the truth is not to us."
Flip Wilson used to say. "The Devil
Made Me Do It" Sin is an act (the
violation of the Word of God) it is a
stale (the absence of righteousness)
and it is a nature (enmity toward
God). The most common word in the
Bible used for sin is "Chata," which
means missing the mark or coining
short of the glory of God. We often
rank our sins, placing some above
the others, but the Bible tells us that
a sin is a sin. There is no rank order
of sins and the Devil "Can't make
you do it" ,
But there is a savior who can change
that "I” (in sin) to an "O" (as in Son
of God. The one and only Jesus the
-Christ the Son of God, can give you
the victory over Sin. Jesus Christ is
the only one who can was^i away
your sins. On Judgment day,if Jesus
is not your savior, God will see you
in the middle of sin, instead of His
son, who died for those sins.
Romans 4:7-8. says. "Blessed are
they whose transgressions arc for-
given. whose sins are covered.
Blessed is the man whose sin the
Lord will never count against him."
Dr. J. Carton Mm, Pastor
^ dent Paul Reed said, "The Mort-
t gage Bankers Association of
America welcomes this initiative
by Secretary Cuomo to conduct
this comprehensive audit. As the
leading source of mortgage loans
n for homeowners in America, MBA
1 supports all efforts to open the
doors of home ownership."
/ In response to a request from
> President Clinton, Congress in-
creased HUD’s fair housing bud-
get by 33 percent for current fiscal
t year to $40 million, after Cuomo
drew national attention to the
l problem of housing discrimination
through a number of fair housing
enforcement actions brought under
