McGregor Garden Club Meets Thursday
The McGregor Garden Club will be meeting in the Fellowship
Hall of Zion Lutheran Church in McGregor on Thursday, Septem-
ber 20th. The address is 1125 West 6th Street. Refreshments will
be served starting at 9:00 a.m. The meeting will begin at 9:30 a.m.
The presenter will be Walter Klockers. He will be talking about
aquascaping with plants in aquariums. After the meeting, Walter will
give a tour of his office space, which is right next door, and is home
to his 8’ long aquarium. The October 18th meeting will be a celebra-
tion of our 65th Anniversary and will be at our regular location, The
McGregor General Store.
Food Pantry Open Last Saturday of Month
The McGregor Food Pantry is open on the last Saturday of each
month from 2 to 3 p.m. The Food Pantry is located in the City Hall
Annex building located at 2nd and Madison. The Food Pantry dates
for November and December will not be on the last Saturday of those
months, but held a week earlier.

APPLICATION AND
PRELIMINARY DECISION.
City of Crawford, PO. Box 7,
Crawford, Texas 76638, has
applied to the Texas Commis-
sion on Environmental Quality
(TCEQ) for a renewal of TPDES
Permit No. WQ0010656001,
which authorizes the discharge
of treated domestic wastewater
at a daily average flow not to
exceed 90,000 gallons per day.
TCEQ received this application
on June 4,2012.
The facility is located ap-
proximately 1,000 feet south of
Farm-to-Market road 185 and
approximately 3,000 feet south-
east of the intersection of State
Highway 185 and State High-
way 317 in the City of Crawford
in McLennan County, Texas
76638. The treated effluent is
discharged to unnamed tributary
of Wasp Creek; thence to Wasp
Creek; thence to Tonk Creek;
thence to Middle Bosque/South
Bosque River in Segment No.
1246 of the Brazos River Basin.
The unclassified receiving water
uses are no significant aquatic
life use, no significant aquatic
life use, and high aquatic life use
for unnamed tributary of Wasp
Creek, Wasp Creek, and Tonk
Creek, respectively. The desig-
nated uses for Segment No. 1246
are primary contact recreation
and high aquatic life use. All de-
terminations are preliminary and
subject to additional review and/
or revisions.
The TCEQ Executive Direc-
tor has completed the technical
review of the application and
prepared a draft permit. The draft
permit, if approved, would estab-
lish the conditions under which
the facility must operate. The ex-
ecutive Director has made a pre-
liminary decision that this per-
mit, if issued, meets all statutory
and regulatory requirements. The
permit application, Executive
Director’s preliminary decision,
and draft permit are available for

this application. The purpose
of a public meeting is to provide
the opportunity to submit com-
ments or to ask questions about
the application. TCEQ holds a
public meeting if the Executive
Director determines that there
is a significant degree of public
interest in the application or if
requested by a local legislator. A
public meeting is not a contested
case hearing.
OPPORTUNITY FOR A
CONTESTED CASE HEAR-
ING. After the deadline for sub-
mitting public comments, the
Executive Director will consider
all timely comments and prepare
a response to all relevant and ma-
terial , or si gnificant public com-
ments. Unless the application is
directly referred for a contest-
ed case hearing, the response
to comments will be mailed
to everyone who submitted
public comments and to those
persons who are on the mailing
list for this application. If com-
ments are received, the mailing
will also provide instructions
for requesting a contested case
hearing or reconsideration of
the Executive Director’s deci-
sion. A contested case hearing
is a legal proceeding similar to a
civil trail in a state district court.
TO REQUEST A CON-
TESTED CASE HEAR-
ING, YOU MUST INCLUDE
THE FOLLOWING ITEMS
IN YOUR REQUEST: your
name; address, phone num-
ber; applicant’s name and per-
mit number; the location and
distance of your property/ac-
tivities relative to the facility; a
specific description of how you
would be adversely affected by
the facility in a way not com-
mon to the general public; and
the statement “(I/we) request
a contested case hearing.” If
the request for the contested
case hearing is filed on behalf
of a group or association, the
request must designate the
group’s representative for re-
ceiving future correspondence;
identify an individual mem-
ber of the group who would
be adversely affected by the
proposed facility or activity;
provide the information dis-
cussed above regarding the af-
fected member’s location and
distance from the facility or
activity; explain how and why
the member would be affected;
and explain how the interests
the group seeks to protect are
germane to the group’s pur-
pose.
Following the close of all
applicable comment and request
periods, the Executive Director
will forward the application and
any requests for reconsideration
or for a contested case hearing
to the TCEQ Commissioners for
their consideration at a scheduled
Commission meeting.
The Commission will only
grant a contested case hearing
on disputed issues of fact that
are relevant and material to the
Commission’s decision non the
application. Further, the Com-
mission will only grant a hear-
ing on issues that were raised in
timely filed comments that were
not subsequently withdrawn.
TCEQ may act on an applica-
tion to renew a permit for dis-
charge of wastewater without
providing an opportunity for
a contested case hearing if cer-
tain criteria are met.
EXECUTIVE DIREC-
TOR ACTION. The Executive
Director may issue final approval
of the application unless a timely
contested case hearing request
or request for reconsideration is
filed. IF a timely hearing request
or request for reconsideration
is filed, the Executive Director
will not issue final approval of
the permit and will forward the
application and request to the
TCEQ Commissioners for their
consideration at a scheduled
Commission meeting.
MAILING LIST. If you
submit public comments, a re-
quest for a contested case hear-
ing or a reconsideration of the
Executive Director’s decision,
you will be added to the mailing
list for this specific application
to receive future public notices
mailed by the Office of the Chief
Clerk. In addition, you may re-
quests to be placed on: (1) the
permanent mailing list for a spe-
cific applicant name and permit
number; and/or (2) the mailing
list for a specific county. If you

McGregor September sales tax rebates up again
The City of McGregor re-
ceived its September sales tax
rebate allocation last week in
the amount of $49,053.28. The
amount showed an increase of
6.42 percent over this pay period
in 2011. McGregor’s year-to-
date payments are also up 15.44
percent from this time last year.
Year-to-date payment stands at
$528,471.33 compared to last
year’s $457,765.89.
The City of Crawford re-
ceived $3,606.10 indicating a
decrease of -37.58 percent from
this pay period last year. Year-
to-date allocations for the City
of Crawford are up 1.08 percent.
Allocations from 2012 to date
stand at $35,527.67 compared to
last year’s $35,527.67.
The City of Oglesby’s July
sales tax allocation was $434.44,
up 227.38 percent compared to
this allocation period in 2011,
which was $132.70. Year-to-date
allocations are down by 11.40
percent. Total allocations for
2012 are 4,436.20 compared to
last year at this time of $5,007.56.
Texas Comptroller Susan
Combs announced today that
state sales tax revenue in August
was $2.34 billion, up 18.5 per-
cent compared to August 2011.
“The strong business and
consumer spending trend boosted
the monthly sales tax revenue, as
did money remitted at the close
of the state’s tax amnesty which
ended in August,” Combs said.
“The state’s sales tax revenue
for fiscal 2012 was $24.1 billion,
about 12.6 percent higher than
the previous fiscal year. Collec-
tions from business sectors such
as the oil and natural gas industry
and consumer sectors including
retail trade increased sales tax
revenue for the fiscal year.”
Combs will send July lo-
cal sales tax allocations totaling
$559.2 million to cities, counties,
transit systems and special pur-
pose taxing districts. September
sales tax allocations are up 15.5
percent compared to September
2011.
The sales tax figures repre-
sent monthly sales made in July
as well as money remitted at the
close of the tax amnesty period.
