Representative
District 23
The need for a strong, conserv-
ative candidate in the campaign for
the State Representative -- 45th
Legislative District •- will be a key
issue on March 8, 1988.1 believe
that it is by preserving and
protecting what has made Texas
great in the past that we may secure
a bright future for our children.
Conservation of our natural
resources, preservation of our right
to work laws, running the state
government like a business by
trimming the fat and maintaining
our stand against a personal and
corporate state income tax will
become major issues. Additionally,
I believe we need to be tough on
crime, that we must maintain local
control of our school districts,
work for better property rights, and
have fiscal responsibility in state
government
I do know the legislative process.
While in Austin, I will have the
ability to get things done. I have
several friends in the legislature
now and, also, there are many other
conservative candidates campaign-
ing for the legislature in other
districts across the state. We can
make the difference in 1989 with
common sense and hard work.
I am married to Penny Christen
Britsch. We have two children,
Christina, 4, and Taylor, 2. Born
and reared on a farm near Hondo, I
am a fifth generation Texan. I co-
own two businesses: the Diner’s
Depot Restaurant in Devine and
Britsch's Restaurant in Castroville.

of me will be greatly appreciated.
Tax Assessor
I, Larry J. Capps, am the
Republican Candidate for Tax
Assessor-Collector for Medina
County, and will be unopposed in
the Republician Primary on March
8th.
I would like to take this
opportunity to put forth my
qualifications for this very impor-
tant county office.
I served die Citizens of the City
of Devine as their Tax Assessor-
Collector and City Secretary.
I hold a B.A. Degree in Political
Science from Sul Ross State
University and a Certificate of
Professional Achievement from the
State Board of Professional Exam-
iners. 1 have ten yean experience in
the property tax field.
I favor Centralized Collections
where the County would collect
City and School Taxes countywide.
I feel that a great savings could be
had by the taxpaper. There would be
one tax statement, one check mailed
to one centralized tax office, and
several branch offices for the
taxpayer who wants to pay in
pereon. Many taxing units in this
county will not go along with
centralized collections as long as
the DELINQUENT TAX ROLL IS
OUT OF CONTROL. My first
priority would be to clean up the
mismanaged Delinquent Tax Roll.

L Clyde A. Faseler, am
candidate for County Commission-
er, Precinct 1, in the Republican
Primary Election.
I believe that I am the most
qualified candidate for this position
due to experience in business man-
agement as well as in road
construction. I have operated my
own business for 13 years. During
peak work periods I have had as
many as eight employees working
for my fencing company and water
well service. I know how to manage
a large crew and keep them
productive at all times.
I have also had eight years in road
construction. This includes operat-
ing all types of equipment similar
to dim which the precinct
possesses. I am familiar with the
equipment now in use and know
what other equipment is needed to
do a first elms job of maintaining
our roads.
I realize that we, the taxpayers,
are footing the bill for all monies>
being spent by our county and will
strive to spend this money where
you will receive the most service
for your dollar.
I am 42 years old and am not
looking a» this as a short term job
but T, one which I can work at for
many years. I have a business
reputation to uphold as well as my
personal integrity and will not
allow county employees to turn out
work that is less than superior. I
also have experience in bridge and
culvert construction and surveying.
These qualities give me a head
start on the many problems facing
this precinct
County Sheriff
Having previously announced my
candidacy for the office of Sheriff
on the Republican ticket I would
like to familiarize the voters with
my qualifications and objectives.
I have a B.S. degree in law
enforcement and political science. I
am a graduate of the DPS Academy
and have over 1,000 classroom
hours of law enforcement training
in addition to over 160 houn^
narcotics law enforcement t
niques and procedures. I hold .
Advanced Certificate isued by the
Texas Commission on Law En-
forcement Officer Standards and
Education. I have also instructed
law enforcement courses on the
college level.
During my tenure as a DPS
officer, I served 2-1/2 years with
the Narcotics division as an under-
cover officer and a plainclothes
officer. I have extensive knowledge
in this area of law enforcement that
I will apply to our county. Medina
County is only a two-hour drive
from Mexico and a 30-minute drive
from the 10th largest city in the
United States. Medina County also
has two major traffic routes passing
through it that connect the large
border cities to the interior United
States. Whether you want to realize
it or not, a very small amount of
the narcotics that pass through our
county on US 90 and 1H 35 are
ever detected or seized. This is an
area that could be concentrated on.
Another area that needs to be
adddressed in a hurry is the cohesive
law enforcement effort by all law
enforcement agencies within Me-
dina County and a friendly working
realtionship with neighboring coun-
ties. We do not have this rela-
tionship at this time.
We need to adopt the old-
fashioned barn-raising attitude
where neighbors work together for
a common cause.
I will strive to keep the Sheriffs
Dept, abreast of the ever-changing
policies and procedures as handed
down by the State law making
bodies. A well-informed, well-
educated law enforcement organiza-
tion is a must and I intend to
accomplish this with your support

Constable,
Precinct 3
My reason for announcing my
candidacy for Constable Prceinct 3
is very basic. I want to elevate the
position to what it was designed for
according to Articles 6885 and
6889 which state, "Each constable
shall execute and return according
to law all process, warrants and
precepts to him directed and
delivered by any lawful officer,
attend upon all Justice courts held
in his precinct and perform all such
other duties as may be required of
him by law" and "Every constable
may execute any process, civil or
criminal, through his county and
elsewhere, as may be provided for
in the code of Criminal Procedure
or other law."
As you can see, this office can be
a very effective part of law en-
forcement in this county and I plan
to make it just that. I will closely
work with you, the public of
Precinct 3 and Medina Couruy, and
cooperate with all of the law
enforcement agencies of the county.
I feel that my experience in the
field of Military Intelligence
combined with the facts that I have
held many positions which require
the ability to woik with people
from all walks of life and that I am
currently being taught all the latest
requirements to become a Texas
Peace Officer, I am fully qualified
to be your next effective constable.
Therefore, if you want an active,
aggressive, available, fair and
unbiased Constable, vote Mund.

Henry C. Nietenhoefer
I, Henry C. Nietenhoefer, am a
native of Medina County, and a
conservative. I am a Republican can-
didate for die office of Commis-
sioner Pet. 1, Medina County.
My education consists of Hondo
High School, St. Mary's Univer-
sity, Durham's Business College,
and San Antonio College.
My working experience in busi-
ness and management includes com-
puter programming, accounting,
auditing, budgeting and employ-
ment supervision.
My accomplishments range from
setting up and managing payrolls,
and working with numerous civic
organizations. I was instrumental in
bringing the Sears Roebuck Cata-
log franchise to Medina County.
I owned and operated the Sears
store in Hondo for nine years.
I have also ranched most of my
life and still do. I am an active
member of the American Red Bran-
gus Assoc., and serve as an inspec-
tor in the breed. In this business I
have learned to operate most types
of equipment and the value of
maintaining equipment.
The issues we are faced with
today are: road conditions, equip-
ment, budgets, taxes, government
decisions, the EUWD, subdivi-
sions, productivity, unity, and, I
believe m<$tq£all, le?dmtop.
Realizing that priorities- have
be set, the safety of our roads
water crossings, especially our
school bus routes, will be #1. This
has to be generated from a workable
budget
I feel confident that I have the
qualifications to fulfill the obliga-
tion that is required in this precinct
to restore the much-needed help that
residents of Precinct 1 are wanting.
With my leadership and your
support we can work together to
accomplish these goals.
I respectfully ask for your vote in
the Republican Primary.
I am a lifelong resident of
Medina County. In 1958 I
graduated from Texas A & M and
returned to Devine las a teacher of
Vocational Agriculture. Then for a
number of years, I owned and
managed the County’s largest retail
store, which employed 15 people.
For many years. I have been
involved in farming, ranching and
ranch management During this
time, I have been actively involved
in agrrelated and other organi-
zations.
I served on die Devine School
Board and was president of the
board for two years. I also served as
president of the Devine Chamber of
Commerce.
Here is my basic concern for
Precinct One. Our ROADS. Most
of our roads have not had proper
maintenance. And while other
precincts have had paving pro-
gram;, Precinct One has paved
very, very few roads. Our precinct
has almost 300 miles of roads;
about 40% of the county's total.
Our fund's budget for this year is
about $350,000. All precinct
budgets have been reduced over the
past two years. So, while the roads
urgently need repair and upgrading,
there's less money in the budget.
And with the economy like it is,
we do NOT need a tax increase. But
with sound management and dedica-
tion to the job, our roads CAN be
improved with the existing budget
Over the next four years, YOUR
commissioner will help direct the
expenditure of almost $16 million
dollars! That's a lot 6f money and
this is a veiy important position,
I understand the importance of
this position and appreciate the
challenge. I earnestly ask for your
support in the upcoming election.

Presidential hopefuls

George Bush
George Brsh served as a Navy
pitot in WWH. After-building his
own business, he went on to win
election to the U.S. Congress in
1966 and served two terms.
He was appointed as the U.S.
envoy to China, director of the
Central Intelligence Agency, Am-
bassador to the United Nations,
chairman of the Republican Na-
tional Committee and was eleetd
vice president in 1980 and 1984.
His major emphasis is on his
varied experience in government.
He is for a tax freeze, deficit
reduction, strong national defense,
Contra Aid, the INF treaty, im-
provements in education, and
stopping drug dealers.
Houston has been his home for
the past 20 years.
Bob Dole
Bob Dole comes from a poor mid-
western family who at one time
was on welfare. He grew up in a
small town in the heart of the
nation's farm area. He was wounded
in WWII while rescuing a fellow
soldier, and it took three years to
teach himself to walk again. He
never has regained full use of his
right arm.
He was elected to the Kansas
State Legislature, served as a U.S.
Congressman for eight years and
has been a U.S. Senator for the*
past 20 years. In 1976 he was the
Republican nominee for Vice
President He was U. S. Senate
Majority Leader for two years and
is now the Minority Leader.
He sponsored the bills that saved
Social Security, gave aid to the
homeless, Contra Aid, the Farm
Bill, and has lead the fight for
Reagan policies in foe Senate, * /
He favors a one-year tax freeze, a
strong defense, private enterprise,
less government interference, the
INF treaty if verifiable, deficit
reduction and strong action against
drug dealers.
He feels that his background has
made him stronger yet more sensi-
tive to foe problems of foe average
American and that his Legislative
experience will enable him to work
successfully with the Congress.
Jack Kemp

Jack Kemp originally gained
fame as the star football quarterback
for foe Buffalo Bills. He was elected
to foe U.S. House of Repre-
sentatives in 1970 and has served
nine consecutive terms as a New
York Congressman.
He is now better known for his
landmark legislation to cut taxes
and government waste. The Kemp-
Rofo Bill was foe first bill to
actually cut taxes.
He has been a strong supporter of
the Contras, a strong Navy, foe im-
mediate deployment of SDI, strong
family values, less government
interference, and strong action
against drug dealers.,
Pat Robertson
Fat Robertson is a lawyer and
businessman who founded die suc-
cessful Christian Broadcasting Net-
work 25 years ago.
He favors a strong defense,
Contra Aid, laws to protect the
family, welfare reform, a strong
education system, laws to protect
our country from drug dealers, less
government interference, and less
government waste.
He feels that his lack of govern-
ment experience is a plus rather
than a minus because he will ap-
proach problems from a business
point of View. J
