Dominguez appointed to board
Addressing a short agenda Tues-
day, Hondo City Council appointed
Jerry Dominguez to the Planning
and Zoning Commission, filling a
vacancy left when Keith Taylor
completed his term on the board.
A request from Ken Belcher to
vacate and resubdivide the plat of
Block 67, Hondo Addition, at the
southeast comer of Ave. F and
22nd Street, was approved by
council. It had previously been ap-
proved by the Planning and Zoning
Commission.
Council amended Ordinance No.
394 to include three additional in-
tersections on a newly-opened road
in the northwest quadrant of the
city near the airbase.
The amendment includes a stop
sign on 8th Street at its intersection
with Ave. Y; a stop sign on 11th
Street at its intersection with Ave.
S; and a stop sign on Ave. T at its
intersection with 8th Street
Having met in executive session
several times in past months with
members of the police department
the council addressed three items
related to the department
The council made an exception
to the personnel policy to allow Of-
ficer Leo Zambrano to be desig-
nated Senior Patrol Officer. Zam-
brano was hired prior to the current
policy and at that time was prom-
ised the senior ranking at the end of
three years. The policy now speci-
fies a four year employment period.
The action was made retroactive
to Dec. 4 when he completed three
years. He initially sought the
change in January.
Officer E. J. Hurd was reclas-
sified Patrol Officer level two to
bring her classification in line with
personnel policy.
Council reversed disciplinary ac-
tion taken by Chief Joe Aynes-
worth against Kay Spivey earlier
this year. Spivey had already com-
pleted the probationary period at
the time she aired her grievance be-
fore the Council.
In a Friday continuation of a meet-
ing begun on Tues., June 18, the
Hondo ISD Board of Trustees voted
unanimously against taking discipli-
nary action with any of its personnel.
The board had received a number
of complaints directed against several
HISD employees in areas of abuse
and misconduct, but trustees found
the accusations "insufficient for any
personnel action," according to a
statement read by Board President
John Meyer.
"However," Dr. Meyer's statement
continued, "the Board feels that there
may have been instances where poor
judgment was exercised. Addition-
ally, as a result of the informal hear-
ings, the Board instructs the admini-
stration to review, and develop train-
ing on better communications with
students, parents, and the community
in a way that will not convey any
negative message about entering,
continuing, or completing a student's
education, in order to assure that a
positive message of encouraging stu-
dents to stay in school is conveyed.
"The administration is to develop a
plan that will improve documentation
of any incident involving student
misconduct or any claim of inappro-
priate conduct by school personnel.
In incidents where there is alleged
physical abuse, the school will offer
and encourage a medical exam to be
paid for by the school district and
make arrangements for such an ex-
amination."

The school board will hold its regu-
lar meeting for the month tonight
(Thurs., June 28) at 7:30 in the Hondo
High School Library.

named HNB
vice president
Craig Heiligman has recently been
hired to serve as vice president and
loan officer for the Hondo National
Bank.
Heiligman was bom and reared in
Hondo, having graduated from
Hondo High School in 1978. He then
attended Southwest Texas State Uni-
versity, receiving his B.B.A. in fi-
nance in 1982.
After graduation he was employed
with Frost Bank, working 2 1/2 years
in all phases of data processing. He
comes to the Hondo National Bank
from First City Bank in San Antonio,
where he spent three years in install-
ment and commercial lending. He
dealt primarily with real estate loans
for the past year. He has had extensive
training in loan analysis, loan review
and financial statement computation.
He is married to the former
Suzanne Boehme of Castroville, and
is the proud father of 10-month-old
Megan.
"The Hondo National Bank is for-
tunate to find a local man of Craig's
caliber and training to serve the cus-
tomers of this area”, said Fred L.
Graff, Chairman of the Board.

Watershed Project, officials from
across Texas and the nation par-
* ticipated in a driving tour which
wound along the Seco Creek. The
group stopped at various points of
interest along the way, including
the Seco Creek dam and sink hole
recharge project (top photo) and
at a spring-fed pond just above the
Edwards Recharge Zone. Project

Conservationist Harold Bryant
conducted the tour. The Seco
Creek Project is one of only eight
demonstration projects funded in
the United States. It is the only one
in Texas and the only study deal-
ing with conservation and environ-
mental protection measures on
rangeland.

tients and such that several criteria are
being met, such as medical treatment
and followup care. However, he said
it is rare that rehabilitative care is
being provided.
That was one of the concerns of
MHMR representatives Ed Baskin,
Diane Parker and Sandy Sharp had
when they talked with Commission-
ers Court.
The Department is seeking a site in
Medina County where it can provide
these services required by the judge's
mandate.
The site being sought should con-
tain approximately 8,700 square feet
with a large parking area and enough
land for recreational purposes.
"We will locate anywhere in Med-

ina County," Baskin told the Court,
"although we are leaning toward the
Devine area because that is where
most of our clients are located."
The facility would be operated on a
$570,000 per year budget and provide
positions for 18-20 people. "These
would be skilled, trained people,"
Baskin pointed out, "and as time
passes we believe many of them will
live in the Medina County area."
Baskin said the Department has
approximately $200,000 to put into
the project and would expect the af-
fected community to come up with at
least 10 percent of the lease money.
The County now pays something
like $250 per month on rent for the
Department facility in Devine, ac-
cording to Judge Butch Campsey.
Once the facility is completed the
Department will utilize buses and
vans to get the people to the training
facility and dances and other recrea-
tional programs. At these functions
Baskin said they would expect from
200-250 persons.
"We need to be in the site by Sep-
tember 1, 1990he said, adding that the
judge has granted them until June
1991 to comply with all of his manda-
tory requirements.
Several community representa*-
fives were on hand Monday to offer
possible sites. Hondo has offered the
former OST Restaurant building on
Highway 90 East; the John Deere
place in Castroville has been offered;
the Case building in LaCoste has also
been offered.
Courthouse closed Wednesday for July 4 holiday
Medina County employees will
enjoy a mid-summer break on the
Fourth of July by taking off from
work to celebrate the country's Inde-
pendence Day.
County Judge Butch Campsey
made the announcement Monday in
the midst of a crowded Commission-
ers Court agenda.
Two bids were heard by the Court
on a Voting Tabulation System. Hart
Forms and Services submitted a
$30,750 bid while Business Records
Corporation turned in a bid of
$47,560.
The Court had not seen a demon-
stration of the Business Records sys-
tem, which representative Doug Al-
len described as "perhaps the best and
fastest system being offedd at the

So, the Court accepted both bids
and after further study will make a
decision on which system will be
purchased.
Preliminary approval was granted
on Charlie Rothe's request on the
Patrick Ney Subdivision. Judge
Campsey noted that this was "perhaps
the first subdivision which had front-
age on both a railroad and a highway."

approval to Harlan Wolffs request on
a Tripp Subdivision. The final ap-
proval is contingent on several check
list items being completed.
Judge Campsey reported that the
effort to establish Emergency Medi-
cal Service in the Medina Lake area
around Mico is "making progress."
He said that a meeting was held
Monday night, June 25, at the Mico
Volunteer Fire Department to con-
tinue toward this goal.
