Hondo man dies after accident
Well-known retired Hondo banker,
Samuel Moss, 69, died less than an
hour after he was involved in a mo-
tor vehicle accident Monday.
The mid-morning accident oc-
curred on Hwy. 90 at the intersec-
tion with Avenue K.
According to investigating Hondo
Police Officer Jon Gift's report, wit-
nesses said the westbound 1993 Ford
Explorer driven by Stephanie Koch
of Uvalde was struck as she slowed
’ for a red light.
The front left of the 1988
Chevrolet station wagon, driven by
Moss, struck the right rear of the
Ford, causing the Ford to cross the
opposite lanes and strike a utility pole
and street sign on the southwest cor-
ner. It spun around and the rear came
to rest on top of a fire hydrant, 169
feet from the point of impact.
The Chevrolet continued in an arc
to the left, traveling 274 feet, and
slopped in the 1900 Block of Ave. K
near the back of the Hondo Public
Library Building. An 11-inch raised
sidewalk stopped the vehicle, just
inches short of the library wall.
First aid was administered imme-
diately by staff members from Dr.
Jose Salinas' office and others and the
drivers were transported to Medina
Community Hospital by Community
EMS crews. Koch, who was wear-
ing a seat belt, suffered cuts and
bruises and had abdominal and chest
pain. She was treated and released.
Moss suffered a head injury and
chest pains. He died shortly after H
a.m. from internal injuries as he was
being examined.
Services will be held Thursday (to-
day) 10 a.m. at the First United Meth-
odist Church in Hondo, followed by
Masonic services and interment at"
Oakwood Cemetery. Sec obituary on

Medina Community Hospital is
pleased to announce that Richard D.
Arnold, Jr. has been selected to be
the new hospital Administrator.
Arnold' was recently the Ad-
ministrator/CEO of Big Bend Re-
gional Medical Center in Alpine,
Texas. This 50 bed hospital is a bi-
county hospital district which serves
Presidio, Brewster and Jeff Davis
counties in the Big Bend area of
Southwest Texas.
Arnold was involved in the es-
tablishment of four rural health clin-
ics in the networking efforts by the
Big Bend Regional Medical Center.
The Board of Managers of Medina
Community Hospital found this ac-
complishment attractive since much
of the hospital’s efforts have been
successful in the field of rural health
clinics. Arnold’s experience on this
front allows him the understanding
needed in providing and maintaining
quality care in the various com-
munities in which these clinics cur-
rently exist.
Arnold received his Bachelor’s
degree in Microbiology from the
University of Texas at Austin and
his Master’s degree from Texas
Christian University in Ft. Worth
with additional graduate studies to-
ward an MBA in Management/
Finance at the University of Texas in
Arlington. His experience includes
the administration responsibilities of
other small rural hospitals in Texas
which included compliance re-
sponsibilities with such organiza-
tions as Joint Commission on Ac-
creditation ’ of 5 Healthcare

Surprisingly, Arnold and Ernie
Parisi, M.C.H.’s past adminisuator,
sat on many boards together and
were involved in many of the same
initiatives regarding rural health
care.
The importance of providing high
quality care in a rural setting is deep-
ly rooted in Arnold. He intends to
continue his involvement in health
care reform initiatives and to pro-
mote local control of managed care
efforts.
Arnold actively supports the di-
versification efforts established by
Ernie Parisi, and will continue to
promote the rural health clinics and
aggressively market hospital ser-
vices and other future plans.
“I look forward to meeting cit-
izens and addressing their heath care
needs,” said Arnold, “I invite the
community to let me know their
thoughts and concerns about health
care and how to better serve their
needs. I have an open door policy
and intend to respond to any form of
communication.”
