dressing envelopes, and making

city administrator.
The city can embark on a
variety of piecemeal projects it
it follows a detailed procedure,
according to Yates. The city
manager explained the rationale
for ranking the substandard
buildings into five classes.
"The first priority is occupied
and unoccupied structures which
pose an imminent danger to the
public." said Yates. "The second
priority is unoccupied historic
structures on the 1%9 surv ey . The
third priority is unoccupied
historic structures on the 2001
survey. The fourth priority is
unoccupied structures and the tilth
priority is occupied structures."
“I have spent a lot of time on
this issue," said Hancock, "It is
a legal issue. And it is the
responsibility of the owners to
maintain property in a safe
manner. We have an ordinance
in place that has already been
passed. Therefore, if we do not
enforce the ordinance and
something happens then the city
is liable. At the saine time, we
can’t zero in on any one
property. We have to be lair."
"1 agree we have to limit the
liability of the city," said
Councilman David Stuart. "I'm
never in favor of forcing
someone to tear a building
down, but 1 do want to limit
liability and make sure the
structures are taken care of "
Councilman Tim Kelley noted
public safety was his first
priority and asked Alexander
when he could address the top
priority substandard buildings.
"The whole mtenr is to make
the structures safe. Once you
approve this, myself and the
building inspector will follow
the procedures beginning
tomorrow," said Alexander.
"That is what I wanted to
hear," said Kelley. "You did a
good job putting this together."
Alexander said he would
submit the first substandard
budding progress report to
council at the next meeting,
scheduled for Nov. 22.
"We will probably work on two
to three substandard buildings at
a time," said Yates.
Councilman Jerald Foxworthy
told Alexander he wanted to see
all the buildings on the fist
repaired or removed.
"It is our intent to do them all,"
said Alexander. "The priority is
just to decide which structures to
attack first. We need to progress
tow ard the light at the end of the
tunnel."
Councilman Darren Bond
offered the motion to approve the
substandard structure
enforcement plan. The motion
passed unanimously after
receiv ing a second from Stuart.
T he city has so far identified 12
substandard buildings city wide.
The three first priority buildings
are located at 309 Paris, FM 471
South and Highway 90, and 913
I .isbon.
The two second priority
buildings are located at 1514
Naples, and 905 Lisbon.
The two third priority buildings
arc located at the corner of
Washington and Alsace, and the
corner of Lorenzo and Berlin.
The four fourth priority
buildings are located at Vienna
and Berlin, 406 Houston. 1511
Jackson and 703 Paris.
T he lone fifth priority building
is an incomplete remodeling job
at 1410 Vienna.
The ordinance allows owners of
allegedly substandard buildings to
request a public hearing to
challenge the finding within 30
days. Council must hold a hearing
to determine if the building is
substandard within 20 days of
receipt of a written request. The
ordinance does make prov isions to
protect historic structures by
allowing the Landmark
Commission to judge if the house
can be- designated historic, if
impaired. Owners at buildings
deemed historic by the Landmark
Commission are given an extra 90
day s to resolve problems before the
city issues any demolition orders.
T he ordinance also ensures the city
can place liens on substandard
property to cover all enforcement
expenses incurred.
Guard and Reserve support week
proclaimed by Castroville council

Colonel Victor Ortiz Jr. of
Castroville asked cities in Medina
County to adopt a resolution in
support of the National
Employers Support of Guard and
Reserv e Week. More than half of
our nation's soldiers, sailors,
marines and airmen serve part-
time in the National Guard and
Reserve and full-time in the work
force, according to the colonel.
In his letter to Castroville
Mayor Robert Hancock, Ortiz
said Gov. Rick Perry made the
requested proclamation in
October. Hondo and Devine
adopted the same proclamation
at their meetings last week. The
colonel was on hand Monday
when Castroville adopted the
proclamation.
“Now I'm pleased to read a
proclamation recognizing the
week ot Nov. 8. 2004 as Texas
Employer Support of the Guard
and Reserve Week in
Castroville, " said Hancock.
Hancock asked Col. Ortiz to
stand with him in front of the
council podium as he read the
proclamation. After reading the
proclamation, Hancock and Ortiz
shook hands before returning to
their respective seats.
Ortiz is a member of the
Employer Support of the Guard
and Reserve (ESGR) Committee.
I he ESGR committee was
established in 1972 with the
mission of gaining and
maintaining active employer
support for the 1.2 million men
and women across the nation who
serve in the Guard and Reserve.
1 he ESGR committee consists of
state and local volunteer business
and civic leaders and includes
representatives of the local
National Guard and Reserve
Forces.
