Some voter cards
contain incorrect
Hondo ISD info
Pet. 4 boundaries
inside city limits
in question
By Jeff Berger
Anvil Herald Co-Publisher
A minor problem has been de-
tected in the primary stages of
early voting for the one con-
tested seat on the Hondo Inde-
pendent School District’s Board
of Trustees.
The problem is nothing major
according to H1SD Superinten-
dent Clyde Parsons, but it does
involve who may and may not
be able to vote in the District 4
election. Early voting in the race
between incumbent William
“Bubba” Laughinghouse and
challenger Christine Arias began
Wednesday, and the election is
scheduled for Saturday, May 7.
Some of the voter registration
cards do not correctly list resi-
dents as being in District 4. The
area in question is in the Hondo
city limits, along the boundary
between District 4 (which ap-
pears in tan on the accompany-
ing map) and Districts 2 (green)
and 5 (pink).
“The map is correct,” said
Supt. Parsons. “Some of the cards
say that voters, for instance, on
the south side of 21st Street and
the north side of 22nd Street, are
in Precinct 4, when in reality, the
lines have been redrawn so that
they’re in Precinct 2. Everybody
who thinks they might be in Pre-
cinct 4 needs to check the map.”
The Precinct 2 seat was also
due to come up for election this
year, but Anna Reyes was the
only candidate to file for the seat
currently held by incumbent Rick
Gonzales, who is not seeking
another term. As a result, the
HISD has canceled that election.
“If there is an upside to this,
it’s that everyone who might be
affected is someone who might
think they’re in Precinct 4, when
they’re actually not. It would be
much worse if there were folks
living in Precinct 4 and were eli-
gible to vote, but who didn’t re-
alize they could vote.”
Registered voters living in the
orange area of the map may vote
in this year’s school board elec-
tion, which, because of three
straight years of having only in-
cumbents seeking office, is the
first HISD election since 2001.
“Things like this happen,”
said the superintendent, “espe-
cially after districts have been
changed. We just want to make
sure that everyone knows what
precinct they’re in, and that if
they do live in District 4, then
they are eligible to vote.”
Anyone who believes they
might be affected, but cannot
make a determination from the
map, should call the Medina
County Tax Office at 741-6100.
A complete map of the HISD
precinct boundaries appears on
Page 14. Again, only those resi-
dents of Precinct 4 may vote in
this year’s school board elec-
tion.
Maps are also posted at the
HISD central office, site of early
voting, and at McDowell
Middle School during May 7
voting.

South Texas Refuse owner
and city contractor James “J.T.”
Hooten Tuesday addressed
council regarding this year’s
spring cleanup campaign.
Hooten proposed a new
collection strategy to reduce his
company’s workload and,
hopefully, discourage abuse of
the special collection service.
The contractor showed
council pictures of piles of
construction materials which
had been illegally dumped in the
city by opportunists hoping to
have STR haul their trash off for
free.
“Those are some of the
problems from last year,”
Hooten told council. “After you
read this, you will be better
prepared for the citywide
cleanup.”
This year, STR will involve
charity organizations in the
process in an attempt to recycle
some of the old mattresses,
furniture and other recyclable
goods often put on the curb for
disposal.
“We will be starting a little
recycling program,” said Hooten.
“We will pick the trash up
curbside, separate recyclables
and try to keep some of the items
in circulation. We won’t get all
of it, but we will do our best.”
Hooten said the cleanup
campaign would be conducted
on two weekend days for two
consecutive weeks to more
efficiently utilize his employees.
On May 7 and 8, STR crews will
pick up trash on the north side
of Hwy. 90. On May 14 and 15
pickup will be on the south side
of Hwy. 90.
To reduce the time required to
complete the job, all bulky items
must be placed in front of the
house for pickup. Items placed
in front of vacant lots or
adjacent an alley will be left
behind.
Bulky items eligible for
collection include air
conditioners and old appliances.
Any Freon-containing
appliance must be accompanied
by a label certifying the removal
of all refrigerant. White goods,
such as mattresses, box springs,
dressers, mirrors and sofas are
eligible items but will be left
behind if covered by other trash
or debris.
Items which are not eligible
for pickup during STR’s spring
cleanup include loose or bagged
household trash which is
eligible for normal service,
carpet, construction material,
brush, tires, batteries and toxic
materials.
After making his
presentation, Hooten asked
council if they foresaw any
problems with the proposal or
had any input to add. With no
one on council making

Rosenbaum moving up
to HISD’s front office
Clay Rosenbaum, principal of
.Woolls Intermediate School, has
been selected by the Hondo Inde-
pendent School District’s Board
of Trustees to be the HISD’s next
assistant superintendent.
He will assume his new office
on July 1, and will overlap du-
ties for six months with Assis-
tant Superintendent Charles
Carlson, who is retiring at the
end of December.
“We’re really excited to have
Clay coming to the central of-
fice,” said Superintendent Clyde
Parsons. “He’s had a great
amount of experience since he's
been with the Hondo ISD that
will serve him well. He was re-
spected as a teacher and coach,
and that respect has grown in his
years as an administrator.”
Rosenbaum came to Hondo
in 1997, spending three years as
a classroom teacher, head girls’
basketball coach and assistant
football coach.
He was Hondo High School

Random substance abuse test-
ing will be coming to the Hondo
Independent School District for
the 2005-06 school year.
The HISD board of trustees, at
its regular monthly meeting on
Monday, voted to proceed with
the testing, after the topic had
been discussed at the previous two
meetings as an information item.
The district approved the
guidelines, with the local policy
to be developed by the Texas
Association of School Boards.
Testing will be conducted
monthly, starting in the fall se-
mester. Tests will be random,
among all students who are par-
ticipating in extracurricular ac-
tivities (sports, band, FFA, UIL
academics, etc.) and those who
drive vehicles to school.
A certain, and as yet, undeter-
mined percentage of students
will be tested each month. At the
following month’s test, the same
percentage will be tested again.
Since the selection is random,
the possibility exists that a stu-
dent could be tested more than
once, or even consecutively,
