Hondo applies for annual HOME grant

Buttler Tuesday told council the
City of Hondo has decided to try
to win another Home
Partnership Improvement grant
from the Texas Department of
Housing and Community
Affairs. The city has already
received two $500,000 HOME
grants, one was to help residents
recover from a tornado in
September 2001. The second
$500,000 HOME grant was
awarded to people whose homes
were damaged by flooding in
late June and early July of 2002
“Robert Chavira (grant
consultant) is here to answer any
specific questions you might
have,” Buttler told council. She
informed council the first two
HOME grants were disaster
related and the city had failed to
win a general HOME grant in
2004.
She explained that not
everyone with flood or tornado
damaged homes could meet the
requirements of the HOME
disaster grants which required
proof of assistance from the
Federal Emergency Management
Agency, Red Cross, or other crisis
aid groups. “What we are trying
to do with the 2005 grant is pick
up homes that missed the first two
grants,” said Buttler.
Instead of receiving $500,000
to repair or replace at least 10
homes, the general HOME grant
would distribute $450,000 to the
city to repair or replace nine
homes, according to Buttler. “We
don’t have any mandatory
matching funds but to show good
faith we will waive all (building
related) fees as an in-kind match,”
she said. "This is the annual grant,
not the emergency disaster grant.”
The TDHCA would still
require the city to provide
$10,000 of sweat equity if they
were awarded the grant.
Mayor Jim Danner asked if
there would be any problem
finding qualified applicants.
“I bet we get 20 applicants
minimum,” said Buttler. “Last
year, we gave cost priority to the
elderly. This year the priority is
disabled homeowners because
they don’t meet the age criteria.”
Councilwoman Ann-Michelle
Long offered the motion to
approve the 2005 HOME grant
application to the TDHCA. The
motion passed unanimously
after receiving a second from
Councilman Doug Rivers.
When Councilman Todd
Hargrove asked how Chavira
would select applicants, the
consultant said his design for
distributing the grant would be
to select homeowners with the
lowest income whose homes are
in the worst condition. “You can
also do it first-come, first-served
or by a lottery system,” he said.
“But, in my opinion, that doesn’t
help the most needy.”
Rivers offered the motion to
approve Chavira’s HOME
program and selection design.
The motion passed unanimously
after a second from Hargrove.

Herrera gives city manager report

In his report to council
Tuesday, City Manager Robert
Herrera reminded everyone
early voting for the city elections
began on April 20th and will run
through May 3rd. Early voting
by personal appearance is
conducted at city hall during
regular business hours.
Herrera told council the
Hondo Economic Development
Corporation, the Hondo Area
Chamber of Commerce, and the
city’s 4B economic develop-
ment corporation would be
meeting tonight (Apr. 21) at 6.
The purpose of the meeting is
to determine which tools are
available to stimulate economic
development in a town of
Hondo’s size.
Hondo’s Market Day
activities, which used to run
from 10 a.m. to 5 p.m. on the
first weekend of each month,
may be resuming soon,
according to Herrera. “In
September of 2004, Mayor Ed
Fisher suggested starting a
discussion of the merits of
resuming the popular afternoon
event, citing the tourism dollars
which could be captured by
Hondo businesses,” he said.
The price tag to complete the
Avenue U drainage project and
to widen Avenue U from 24th
Street to 30th Street will be
$1,728,000, noted Herrera,
figuring a 20% match from the
city and an 80% match from the
Texas Department of
Transportation.
“This is an old project, dating
back to 1992,” he said. “Most
of the money for the
construction will come from the
TxDoT. However, if the cost
exceeds $1.8 million, the money
will have to come from Hondo.”
Herrera complimented TxDoT
employees Carl Friesenhahn and
Claude Cosgrove for having the
project moved up on TxDoT’s
construction schedule.
“If all falls into place, work
should begin in September
2005,’’ he said. The project will
be funded by the city via the
issuance of certificates of
obligation.
Regarding the proposed
widening of Highway 90
throughout town, Herrera said
the city wotild bear sole
financial responsibility for
moving all water, sewer and
electric utilities. “The city is
looking ai a cost of $300,000 in
all likelihood," he said. As an
addition to the project, the city
will install a four-inch iron
conduit under Highway 90 so a
water line can be run under the
highway to accommodate future
growth. The city will determine
funding options in upcoming
budget workshops.

proceed with installation of an
underground water conduit was
issued, which gives the
contractor 10 days to initiate the
project and the job must be
finished within 250 days, “So
this project will finally be
getting off the ground,” said the
city manager.
Reporting on the progress of
the April Junk Vehicle Month,
being sponsored by the city with
help from private and nonprofit
towing companies, Herrera said
51 warning pamphlets will have
been issued to identified vehicle
owners by April 22. “Many
citizens called wanting to
cooperate so code compliance
won’t have to go back and issue
a citation,” he said.
The city is eligible for a
$250,000 water improvement
grant requiring a 75% match
next fiscal year, which begins on
Sept. 1. Hondo’s application is
ranked 21 out of 25 cities to have
applied.
Councilman Todd Hargrove
asked what the status of the
TxDoT project to construct a
turn lane the length of Highway
90 in the city limits. “Carl
Friesenhahn has been given the
go-ahead to make it happen in
two years,” reported Herrera.
“We still need more right-of-
way on the north side, so we
have to meet up with Union
Pacific and the state and work
hand-in-hand.”
