re-election to HISD school board
1, William “Bubba” Laugh-
inghouse, hereby announce my
candidacy for re-election to the
Hondo Independent School Dis-
trict Board of Trustees, District 4.
I have lived in Hondo my en-
tire life and am a 3rd generation
graduate from Hondo High
School. Since earning a B.A. in
Business from the former South-
west Texas State University, I
‘have been self-employed for the
past 20 years. My wife
' Stephanie and I have been mar-
ried for 19 years. We have two
i children-Chris, who is a junior
■ at Hondo High School, and
Megan, who is an 8111 grader at
McDowell Middle School.
Involvement in our area’s
. youth has always been a prior-
ity of mine. I served Hondo
‘Little League in various capaci-
ties including coach and orga-
nization president in past years.
I have supported my children’s
participation in 4H and numer-
ous UIL activities, both athletic
'and academic. These organiza-
tions and activities are integral
<in the development of our young
:people by teaching them impor-
tant life skills, such as team-
work, discipline, and self-worth.
| For the past six years, I have
jproudly served on the school
T>oard and worked collabor-
atively to make significant con-
tributions to our outstanding
school district. As a home-
owner, I am attentive to our
taxes and projects that affect our
community.

strive to retain our teachers, ad-

sonnel of whose efforts I am

of our fine school system and

other school districts to follow.

I, Christine Arias, would like
to take this opportunity to an-
nounce my candidacy for
Hondo ISD School Board
Member as representative for
District 4. As a member of the
Hondo community, I graduated
from Hondo High School in
1991. I attended college at
Southwest Texas Jr. College
where I was inducted into the
Phi Theta Kappa Society in
1998, and proceeded to St.
Phillips College in San Antonio
where I obtained my degree in
Liberal Arts. I am currently
employed with Texas Depart-
ment of Criminal justice as a
Correctional Officer, and have
just celebrated my 10th anniver-
sary with the department.
My greatest achievement has
been raising my beautiful 10-
year-old daughter Taylor, and as
Vice President of the Woolls
PTO, and previous Treasurer of
the Meyer Elementary PTO, I
have had the pleasure of getting
to know many of your children.
We all know the joys and chal-
lenges of raising and educating
our children these days.
As your school board mem-

HPD stop leads to drug bust

The Hondo Police Depart-
ment can stick another feather
in its illegal-drug-seizure cap
thanks to the quick thinking of
officers on Monday.
HPD officers stopped a 1995
Dodge Ram pickup truck at 30th
Street and Highway 90 for a
traffic violation. The stop was
bad news for the driver as officer
Brandon McCutchen said he
could smell the characteristic-
ally strong odor of what he
believed to be marijuana
emanating from the truck’s cab.
McCutchen requested a K-9
police officer to come to the
iocation, after receiving
permission from the driver, 22-
year old Antonio Alejandro III,
of Sabinal. McCutchen noted
that both Alejandro and his
passenger, 34-year old Jose Luis
Borrego, also of Sabinal, were
acting, as McCutchen wrote in
his report, “very nervous.”
An HPD K-9 unit arrived on
the scene with Sergeant Wanda.
Her highly trained and keen
nose quickly alerted on the cab
of the truck and at the gas tank
hatch. The drug detection dog’s
handler, officer Tom Cuellar,
opened the hatch and discovered
not marijuana, but three bags
containing a white powdery
substance. Upon conducting a
field test, officers determined
the substance tested positive for
cocaine.
Both Sabinal men were
arrested and placed in the
Medina County Jail, charged
with manufacture or delivery of
a controlled substance between
four and 200 ounces. The truck
was impounded for possible
seizure and sale.
“We filed seizure paperwork
with the district attorney,” said
Chief of Police Ian “Buddy”
Lovestock.
Proceeds from the sale of
seized property is used to offset
the police department’s budget.
DRUG TESTING

during a school year, even with
a negative test result.
“We’re trying to change be-
havior,” said HISD Superinten-
dent Clyde Parsons. “We’re not
doing this to ‘git cha’. Obvi-
ously, we hope the tests come
back negative. If so, then the
testing will really be serving its
purpose.”
If a test does come back posi-
tive, results will remain almost
totally confidential. Outside of
the testing company, only the
high school principal, the super-
intendent, the student and par-
ents will know the results.
At that point, the student must
agree to go to drug counseling
and show documented proof
that he has indeed attended
those counseling meetings.
Naturally, the student must also
kick the drug habit.
Any student with a postive
drug test will be retested the fol-
lowing month. A second positive
drug test will result in a one-year
suspension from extracurricular
activities. A third positive test
will result in a permament ban
from participation.
Because the tests will involve
students who drive to school,
the district will get back to the
practice of issuing parking per-
mits for students, faculty, sup-
port staff, administration and
visitors.
The district has met with the
Medina County Sheriff’s Office
and the Hondo Police Depart-
ment to discuss the procedure.
“We hope they may contrib-
ute to some of the funding
through drug forfeiture money,”
Supt. Parsons says.
The estimated annual cost of
the program is between $7,000
and $10,000 per year. Each in-
dividual test costs $28.
“By the end of the school
year,” the superintendent said,
“probably between 40 and 50
percent of eligible students will
have been tested.”
Currently, all bus drivers for
the HISD must undergo drug
testing.
Two other area school dis-
tricts, Fredericksburg and
Pearsall, are already conducting
random drug testing, and other
districts around the area are in
the “under consideration”
phase.

asked citizens and businesses to
join the city to help support fair
housing laws, which are
intended to prevent
discrimination against people in
certain groups who are
attempting to buy or lease
housing.

the city a better value. “The bids
are identical in price, but not in
nature,” she said.
Rivers offered the motion to

mayor’s recommendation and
appointed contractor Mike
Hackebiel to the one vacancy on
the city’s Planning and Zoning
Commission/Board of
Adjustments. Hackebiel was
appointed to fill the expired term
of Abundio Gonzales, who said
he did not want to serve another
two-year term. Mayor Danner
said he would discuss future
appointments to other boards
with council in the upcoming
weeks.
