Congressional
Record >
By JOE CRUMP
o'm
(X Column for Readers Who Haven't Time to
Review the Congressional Record Daily)
Representative Albert Lee
Smith (Ala.)"...The Attorney
General has testified before
Congress that the administra-
tion does not have $2 billion to
give to States and communities
to help them build new prisons
as the Attorney General’s Task
Force on Violent Crime recent-
ly recommended.
“Since we need to bring
Federal spending under control
and, atCthq same time, reduce
crime, it seems to me that the
pragmatic thing to do is to
encourage the Federal Govern-
ment to give individual States
abandoned or unused Govern-
ment facilities to convert into
prisons.
“Prisons are an unfortunate
necessity, but a fact of life.
Another fact is that the Ameri-
can people believe that murder-
ers, rapists, and others who
refuse to abide by the rules set
for society should be put behind
bars and kept there.
I believe the American peo-
ple are willing to pay for
tougher punishment. When it
comes down to paying with
your pocketbook or your life,
the choice is obvious. But I also
believe the people expect you
to go about it in the most
cost-effective way. This is the
reason I have cosponsored H.R.
4450.
“Next to inflation and high
interest rates, crime and the
fear of it threaten our very way
of life. The right that Ameri-
cans have always cherished is
practically nonexistent. I am
talking about the right to walk
down the street to visit your
neighbor or around the block at
night--or during the day--with-
out fear of being mugged.
"Americans particulary our
senior citizens are being held
hostabe in their homes. The
time has come to put a stop to
the wholesale release of crimi-
nals simply because prison
conditions are uncomfortable...
“We must elinate overcrowd-
ing in our prisons and I do not
mean by prematurely releasing
those who have committeed
crimes but by building more
prisons or utilizing existing
Federal facilites.
“I strongly urge the Mem-
bers of this House to support
H.R. 4450.”
CRUMP’S GRASS
ROOTS COMMENT
Some localities are already
putting unused government
buildings to good use. In
Michigan, indigent residents of
an old three story County Farm
building were moved to a
modern one story facility. The
old dwelling was refurbished,
with prison labor, and used to
house short term non-violent
law breakers.
Mandatory sentencing for
some crimes is desirable, pro-
viding space is available.
