Deraid Powell, a senior at
Silsbee High School, has been
selected as a participant in the
Summer Enrichment Exper-
ience in Engineering (SEE)
program, which is being offered
by Texas A&M University and
several industrial sponsors,
this program begins on June 10
and will run through June 15.
Students selected for this
program will attend special
classes, see engineering activi-
ties in progress in laboratories
and do a bit of engineering
themselves. They will also have
use of the University library
and University computer
facilities.
The course is in PASCAL
programming, mathematics
and engineering design at a
level commensurate with the
training and experience of par-
ticipants.

State And Federal Laws
Mandate Health Benefits
Although there we literally
thousands of different acddent
and health insurance policies
for sale in Texas, they have one
thing in common.
All traditional policies sold
through commercial insurance
companies must comply with
applicable state and federal
laws that mandate certain
benefits.
Self-funded insurance plans
are exempt from these require-
ments.
Texas has at least a dozen
laws that address benefits in
accident and health insurance.
Most apply only to group
policies.
Some are known u “man-
dated offers.” This means the
insurance company must offer
the coverage btt the “Group
policyholder,” (usually a em-
ployer) may reject it.
Major mandates in Texas law
include:
* Mammography-Most
group and individual insurance
policies must pay for mam-
mography screening for fe-
males 85- years or older.
* Maternity-The Federal
Pregnancy Discrimination Act
requires employers with 15 or
more employees to include in-
surance benefits for pregnancy
if they provide group health
insurance for their employees.
Although Texas law does not
mandate normal maternity
benefits it does require that
complications of pregnancy he
treated at the same level as
other illnesses.
* Newborns-When a policy
provides maternity benefits or
dependent coverage, it also
must cover the newborn child,
including treatment of congeni-
tal defects. The insurance com-
pany usually must be notified
within 81 days of the birth of
the child or future coverage
might be forfeited.
* Mental & Emotional Ill-
ness—Although policies are not
required to cover mental or
emotional illness, those which
do provide this coverage must
pay for certain alternatives to
in-patient treatment in a hospi-
tal.
* Phenylketonuria-Texas
law requires all group policies
that cover prescription drugs to
cover formulas necessary for
the treatment of phenylketo-
nuria (PKU) or other inherit-
able diseases. This law does not
apply to individual policies.
* TMJ-A11 health policies
that provide benefits for the
, treatment or diagnosis of skele-
tal joints must provide com-
parable benefits for the medi-
caid-necessary diagnostic and/
or surgical treatment of the
temperomandibulw joint
(TMJ).
* AIDS/HIV-Related 01-
ness-Texas law prohibits
group policies from excluding
or denying coverage for HIV,
AIDS or HIV-related illness.
Board rules prohibit exclusion
of these illnesses in individual
policies. However, in either
case, poliides can place dollar

Girls' Golf Teom
Austin-State Representa-
tive Curtis Soileau, D-Lumber-
ton, has announced the adop-
tion of House Resolution 161
honoring the 1990 Silsbee High
School girls’ golf team.
This legislation was authored
by Soileau to honor the team
for an excellent season of
competition, winning numerous
tournaments throughout the
spring and finishing among the
top Class 4A teams in the state,
under the guidance of Coach
John Bernheim.
The team consisted of seniors
Michelle Allison and Paula Ab-
ies, and juniors Caren Felps,
Kelly Wolff and Vanessa Fa-
vors, and played consistently
well through both days of the
UIL state tournament to place
fourth in the eight-team field.

Is Solemnized On June 1
Kim Sabo of Beaumont and
2nd Lt. USMC Tyson Geisen-
dorff of Silsbee were married
June 1 at 7 p.m. in the Trinity
Baptist Church before an altar
decorated with floral arrange-
ments of lavendar and pale
yellow fresh flowers and a unity
candle. Rev. Joe D. Patterson
performed the double ring cere-
mony.
Parents of the couple are Mr.
and Mrs. Frank Sabo of Beau-
mont, Mrs. Jessie Graves and
Donald B. Qeisenforff, both of
Silsbee.
Pam Riley was soloist. The
bride was given in marriage by
her mother and father. She
chose a gown of white polyester
and lace. The long line bodice
was fitted with a V neckline and
elbow length puff sleeves,
three tiers of lace and pearl
buttons in back. The bouffant
shirt was accented with lace
inserts and a short train. Her

* Oral Contraceptives-Board
rules require health insurance
policies that cover all other
prescription drugs to pay for
oral contraceptives.
* Chemical Dependency-
Group health policies must
cover chemical dependency
care and treatment on the same
basis as other physical illness-
es. This requirement does not
apply to individual policies.
* Mandated Offers-Benefits
for home health services, in
vitro fertilization and treat-
ment of speech and hearing
impairment must be offered to
group policyholders. The po-
licyholder-usually an employ-
er-has the right to reject the
coverage.
In the case of in vitro
fertilization, the requirement
applies only to policies with
maternity benefits.
Employers have the right to
negotiate alternative levels of
benefits for treatment of
speech and hearing impair-
ment. These benefits are not
required to be offered in indivi-
dual accident and health poli-
cies.
All benefits for PKU and
TMJ and group benefits for
AIDS/HIV and chemical de-
pendency apply to policies as
they are renewed this year.
This summer, the State
Board of Insurance is planning
to publish a booklet on health
insurance to help Texas con-
sumers. If you would like to be

Sgt. Michael R. Denham has
reported for duty in Panama to
participate in operation “Liber-
ty.”
“Liberty” is an ongoing mili-
tary police rotation following
operation “Just Cause” to assist
the U.S. Southern Command in
maintaining order and re-
establishing democracy.
He is a squad leader with the
984th Military Police Company,
Fort Carson, Colo.
Denham is the son of Michael
B. Denham of Krum, Texas,
and Joyce J. Lewis of Lumber-
ton.
The sergeant is a 1983 grad-
uate of Lake View High School,
San Angelo.
WILLIAM R.PEDDY
Marine Sgt. William R. Ped-
dy was recently commended
while serving at Marine Corps
Recruit Depot, San Diego.
Peddy was recognized for his
outstanding performance of
duty, professionalism, and
overall dedication to the ser-
vice.
A 1980 graduate of Little
Cypress Mauriceville High
School, he joined the Marine
Corps in September 1990.
HARRY L.GUEDRY JR.
Airman Harry L. Guedry Jr.
has graduated from the,U.S.
Air Force fuels specialist
course at Chanute Air Force
Base, 111.
During the course, students
were taught procedures for
receiving, storing and issuing
petroleum products. They also
earned credits toward an as-
sociate degree through the
Community College of the Air
Force.
He is the son of Inez and
Harry L. Guedry of Silsbee,
and is a 1989 graduate of
Silsbee High School.
