Thrift Shop Sale
The Rains County Good
Samaritans will hold a sale at
their Thrift Shop on Saturday,
February 22, from 8:30 to 12:00
noon. Funds go to purchase food
for the needy and operate the
center. The sale includes clothes
for all ages and sizes, household
items and knick-knacks. There is
new stock every week.
Point Auction and
Mexican Stack-up
The Point Civic Club is hold-
ing its annual all-you-can-eat
Mexican Meal on Saturday,
February 22, beginning at 6:00
p.m. at the Point Civic Center. A
Silent Auction will be held with
items donated by area merchants
and individuals. Money collected
through donations at the door
and auction items will be used
for the improvement and upkeep
of the Point Community Build-
ing and various projects for the
City of Point and Rains County.

STRAIGHT TALK - ELECTIONS: The Hunt County GOP had a political forum last
week to hear candidates running for U.S. congressional, state senate and local offices. The
candidates highlighted their positions with strong facts. However, on the day after the
forum, the Greenville Herald Banner printed some incorrect and misquoted facts. It was an
interesting gathering, but then again it is Election time.
Elections on the local scene: I found Commissioner Witt’s “Fair Share” computations on R&B
funding of road maintenance in Precinct #4 interesting. I would like a breakdown of how those
figures were compiled. A review of the R&B budget, on the surface, does not seem to support
those outstanding figures. The following budget years are quoted for your information:

Road Reclamation: R&B bomaged roads in several precincts with good intentions at the time
that did not materialize as planned. By the time the damage had been assessed, oil sand material
funds were not available to correct the problem in the 2012-2013 budget. Repairs were delayed
until the new budget began on October 1, 2013 for FY 2013-2014 adopted budget.
Obviously, Commissioner Witt takes great pride in her stats. However, I cannot understand
why the commissioner also takes great pride in voting “NO” during the budget process on setting
tax rates and the adopted budget. If the commissioners court does not set reasonable tax rates,
road funding will be impaired.
If the stats in the paper are correct, what happened to the other precincts’ “FAIR SHARE”? One
mile of road cost $30,000. Material funding of $400,000 will only fund 13.3 miles of county
roads or 3.33 miles per-precinct per-year. Until major funding is obtained or a hefty increase in
taxes, the county will not be able to make any sufficient dent in road upgrades. We will be lucky
to maintain the wagon trail roads now on the books. It has taken awhile, but the county now has
the equipment to do the job of maintaining and improving our county road system even with
limited funding.
For information only: TXDOT built the new bridge on CR 1402, Precinct #4 with federal flow-
through funds. No county tax dollars required. No commissioner nor the commissioner’s court
had any direct input on its construction. Every three years, TXDOT surveys all county bridges
for safety, maintenance or upgrades. Over the years, matching funds or funds in kind have been
required for upgrades.
