2014-50
Discussion and acceptance
of a Participation Agreement
between the Comanche,
Texas Economic Development
Corporation (CTEDC) and the
City of Comanche regarding
the Integrity GIS Software
Project. Jacci Stewart, EDC
Director gave a summary of
the binding for this project and
the workshops pertaining to the
software capabilities. The EDC
will be Co-Administrators and
Co-Owners and will pay for one
year of hosting, and the initial
development for $7,500.00. Dick
Hawkins made a motion to approve
the participation agreement and
Jeffrey Jacinto seconded the
motion. Robert Cobb abstained
from voting. All others voted aye,
the motion carried.
2014-51
Discussion and acceptance
of a Service Agreement between
the City of Comanche and Jacob
&Martin, Ltd. Regarding the
Integrity GIS Software Project
(Website Design and Hosting).
Steve Dueboay explained that this
is the Service Agreement between
the city and the EDC supporting
this project. This is to ensure that
the city is in agreement and will
dedicate staff to its development.
Jerome Hall made a motion to
approve the Service Agreement
and Dick Hawkins seconded the
motion. Robert Cobb abstained
from voting. All voted aye, the
motion carried.
2014-52
Discussion and acceptance
of the Services Letter submitted
by the CTEDC to Bentley and
Associates for the production of
“Hardin, Dark Angel of Texas.”
Jacci Stewart spoke on this item.
In lieu of an offer of monetary
support to this project this letter
offers suggestions of in kind
concessions for this project
that will not create a financial
burden on the city. Some
of these items include police
barricades, parking at the airport,
water connections, and use of
the courtesy car at the airport.
The EDC is asking for the city’s
support of this offer. Mayor
Clifton asked for a motion on
this item. Dick Hawkins made
a motion and Jeffrey Jacinto
seconded the motion. All voted
aye, the motion carried.
2014-53
Discussion and approval/
disapproval to sell the property
located at 607 W Duncan -
Steve Dueboay went over the
request of the individual wanting
to purchase the property. She
owns the lot adjacent to the
property. He gave the initial
costs and other cost involved
in the city’s purchase of the
property. The total expended
was $5,440.00. The average
lot in Comanche goes for
around $2,200.00. This is a
comer lot so it is bigger. It will
be virtually impossible to get
back everything the city spent
on it. By selling it,
however, it will go back on the
tax role. The fair market value
is approximately $2,700.00.
Jerome Hall made motion to
sell for $3,000.00. Robert Cobb
seconded the motion. All vote
aye, the motion carried.
2014-54
Discussion and approval/
disapproval to expend funds
for the upgrade of the electrical
system at the City Park - Mayor
Clifton said this also includes
restroom upgrades. This has
been a repeat request made to the
mayor. There has been a short fall
in donations and sponsors so the
Comanche Youth Commission
is unable to take care of these
items themselves. They do have
some who will do the repairs that
will charges for supplies only.
This would be an unexpected
expenditure from the General
Fund but there are funds to cover
it. Robert Cobb made a motion to
approve the expenditure of funds
in the amount of $2,500.00. Dick
Hawkins seconded the motion.
All voted aye, the motion carried.
2014-55
Discussion on
professionalism and appearance
of City employees, officials
and the City as an entity-City
Administrator Steve Dueboay
addressed council on this topic
and expressed his concerns over

the image of the city. Steve would
like to put a more progressive
face on the city. In most cities
the first person you see is a city
employee. Their appearance sets
the tone for how a person feels
about the town as well as the
buildings and structures. He also
believes a more modem website
will bring a more professional
appearance to the city. Steve
said he believes it is important
to dress up for council meetings.
Discussion was also offered by
council and others in attendance.
Mayor Clifton summed up the
discussion by saying that we need
to take pride in our appearance.
2014-56
Discussion and approval/
disapproval of new website,
logo and slogan for the City
of Comanche - Steve Dueboay
went over the companies and
their bids for this service. Mayor
Clifton asked what is meant by
changing the logo and slogan.
He feels that this decision
should involve other entities.
Jacci Stewart stated she felt that
this might be a little premature
and that there have been a lot of
changes all at once and we need
to step back and re-evaluate this
later on. Bobby Daniels made a
motion to disapprove item 2014-
56. Jeffrey Jacinto seconded
the motion. All voted aye, the
motion carried.

Executive Session items are
discussed in closed session but
any and all action is taken in
regular open session. Executive
Session is not open to the public
because there is a compelling
need of confidentiality, (e.g.
certain real estate, litigation, and
personnel matters).

during the meeting the Council
reserves the right to adjourn into
Executive Session on any of the
above posted agenda items in
accordance with the Sections

for gift to city), 551.074 (certain
personnel deliberations), 551.076

The 2013-2014 Sidney UIL Shelby Anderson; Honorable
One-Act Play “Crimes of the Mention- Taylor Hall
Heart” has had a successful Zone Winner: Best
season of competition. Actress- Heighlye Mize; All-
Honors they have received Star Cast- Shelby Anderson
this season include: and Gabriel Burns
District Winner: Best Area Qualifier: All-Star
Actress- Gabriel Burns; All- Cast- Taylor Hall; Honorable
Star Cast- Heighlye Mize, Mention- Shelby Anders
1st Annual Proctor Community Pancake Supper
The Proctor Community Center and the Proctor Fire Dept,
will be hosting a Community Pancake Supper at the Proctor
Community Center on Saturday, May 3.
Serving will be from 6:00 pm till 8:00 pm. Pancakes and
all the trimmings will be served. The meal is by donation with
all proceeds going to benefit the Proctor Community Center.
