CISD STUDENTS LISTEN AND LEARN ABOUT THE
SCOTTISH BAGPIPE: Patrick Regan, an instructor of
bagpipes in the Alexander Music Center at Edinboro University,
Edinboro Pennsylvania, entertained and enlightened with his
lively musical performances both students and adults last week
at Comanche Middle School, H.R. Jefferies Junior High and
the Whitestone Assisted Living. For over 30 years Regan has
performed, competed and instructed in the ways of the Great
Highland Bagpipe. He won his first professional competition
at the age of 15 and has continued to entertain audiences and
judges to the present day. He is the first graduate of the Bagpipe
Degree Program at Camegie-Mellon University College of
Piping in Glasgow, Scotland. This degree is the first of its
kind in the world. His special interest is Piobaireachd, the
ancient classical music of the pipes. Regan told the Comanche
audience the interesting story of the importance of the bagpipe
at the Alamo.

I have lived for over 40
years in Comanche. I am
very concerned with a trend
of unkept property in town.
These properties are not only
unsightly, but a health hazard
to the citizens of Comanche,
We have ordinances in
town, but we have not been
enforcing them. I am very
disappointed!

The City Council of the City
of Comanche convened in a
Regular Meeting at the office
of the Economic Development
Corporation, 115 W Grand,
with the meeting open to the
public and notice of said meeting
posted as prescribed by V.T.C. A.,
Government Code, Chapter 551,
with the following members
present to wit: Ronnie Clifton,
Mayor, Robert Cobb, Mayor Pro
Tern, Council members: Jeffrey
Jacinto, Dick Hawkins, Jerome
Hall, Bobby Daniels, Absent:
None
REGULAR AGENDA
Mayor Clifton called the
meeting to order at 6:00 pm with
notice of the meeting duly posted
and a quorum present and Jeffrey
Jacinto gave the invocation.
Dick Hawkins led council in
reciting the Pledge of Allegiance.
ANNOUNCEMENTS/
PRESENTATIONS
2014-41
a. Community Affairs or
Events
Mayor Clifton mentioned
the community Palm Sunday
services at the Methodist
Church; it was well attend by
all the community churches. He
also mentioned the TMRA rally,
Darwin Dickerson commented
on how well they cleaned up. It
was a good crowd. They were
seen at several local restaurants
as well.
b. Administrative
announcements
The City Wide garage sale is
coming up on April 26th. Also
coming up is the Gospel Music
Jamboree, the Junior Rodeo, and
the CCMC Golf Tournament.
Dairy Queen is hosting an Easter
event and so is the ARK. The
Texas Bank’s Grand Opening is
the 22nd.
2014-42
Department Head Reports -
Mayor Clifton asked for city staff
to notify council when they will
be out. He also asked that there
be a sign in/out system to track
the coming and goings during
the day so that we will always
know where to find a particular
employee. He also recommended
that the City Administrator stop
in at the City Bam and other
city locations from time to
time. City Administrator Steve
Dueboay commented on success
of the volunteer program at the
Animal Shelter. Darwin
Dickerson was congratulated
on his 37th anniversary with the
city. Bonnie Huett commented
on the bag pipe performer at the
middle school, junior high, and
high school.

This item was tabled until the
next meeting.
CONSENT AGENDA
2014-44
Minutes of March 10, 2014,
April 2, 2014, and April 7,
2014 - Dick Hawkins made
a motion to approve these
minutes and Bobby Daniels shall
seconded the motion. All voted
aye, the motion carried.
CITIZEN’S PRESENTATION
2014-45
Matt Harpole from Signs
Express to present ideas
regarding community planning
and development - Mr. Harpole
was not present to give a
presentation
2014-46
Aglow International to make
a presentation regarding their
association - Delma Walters,
Lesa Jeffrey, and Sandra Mast
were present from Aglow. Their
organization holds a National
Day of Prayer on May 1st.
Aglow is a worldwide ministry.
There are guest speakers and
ministers on hand at their events.
This is the 57th annual National
Day of Prayer. They welcomed
all to come to the city park at
12:00pm on the 1st at pavilion
#1 for this event.

Discuss and take possible
action on setting the swimming
pool rates, hours, and other
fees and guidelines - Veronica
Garza, Pool Manger, was present
to answer questions and give
comment. Veronica gave a brief
history of last year’s pool season.
There were issues with the
number entering the pool on the
passes given in conjunction with
Community Center/Pavilion
rentals. Not many passes were
sold but the ones sold were
used. Splash Night affected
attendance in that people were to
paying to get in they were
just waiting to get in free on
Splash Night. Mayor Clifton
suggested that we should have
city owned vending machines.
Daily rates, private parties, and
season passes were also discussed
at length and a committee was
formed to research these fees.
Robert Cobb made a motion
to table this item until a later
date. Dick Hawkins seconded
the motion. All voted aye, the
motion carried.
2014-48
Consider and act upon the
approval/disapproval of the Fire
Marshal position description-
this item was briefly discussed
and some concerns were raised
regarding the specifications.
Bobby Daniels made a motion
to table this item tabled pending
consultation with city attorney
and TML until the next meeting.
Dick Hawkins seconded the
motion. All voted aye, the
motion carried.

Discuss and approve/
deny the development of a
recreational/playground area on
a City owned lot at 104
Cedar Avenue, Zoned R1-Steve
Dueboay presented his ideas on
how to develop this property.
He spoke of individuals willing
to assist in this development. He
spoke with RE.G. regarding this
more on page 1 1A
