is appropriated a sufficient amount of money to require compliance with
the minimum salary schedules provided for under the Foundation School
Program Act which are in effect on September 1, 1954.
(c) An increase of Ten ($10.00) Dollars per month for each position
authorized in Article III of Chapter 81 except those positions for which
the salaries are fixed by the Constitution or for which the salaries fixed
by General Laws are not suspended by Chapter 136, Acts of the Regu-
lar Session of the 53rd Legislature. Where salaries or wages under
Article III are paid from more than one item of appropriation, the increase
in salary or wages herein authorized shall be paid from each fund appro-
priated herein in the proportion which the salary paid from that fund
bears to the total salary.
An increase of Ten ($10.00) Dollars per month on each previous salary
rate for positions under Ten Thousand ($10,000.00) Dollars which are
incorporated in this Act shall be applied to all employees and ferry boat
operators employed in connection with the Bolivar Ferry Boat Crossing.
(d) An increase of Ten ($10.00) Dollars per month for each position
for which the salary is payable from appropriations made in Article V
of Chapter 81 except salaries which are specifically stated in line items
and salaries which are payable from appropriations for "Teaching Sala-
ries Only" or "Instructional Salaries Only," subject to the proviso that
the Comptroller of Public Accounts shall transfer to the indicated item
appropriations sufficient money to provide only for those raises certified
to him by the appropriate governing boards as being raises not in excess
of Ten ($10.00) Dollars per month per position which they are approving
to become effective on or after September 1, 1954. The salaries or wages
authorized from funds in the State Treasury under Article V of said
Chapter 81 shall be increased from the General Revenue Fund. In in-
stances where salaries or wages are paid partly from funds in the State
Treasury and partly from fixed federal grants or partly from local funds,
the entire amount of the increase shall be paid from the General
Revenue Fund; except, however, that the General Revenue Fund shall
bear only its proportional share of the increase in instances where em-
ployees are paid partly from General Revenue and partly from Auxiliary
Enterprise funds of the general academic teaching institutions.
Sec. 2. The increases authorized herein are to be calculated on the
basis of regular full time employment. Persons paid on the basis of
hourly wages shall receive an increase in the proportion that the number
of hours worked bears to regular full time employment for that type of
work. Salaries and wages of part time employees shall not be increased
in excess of the ratio which their employment bears to like full time
employment. Except as provided in the second sentence of this Section,
none of the moneys appropriated in this act may be used to increase the
salary or wages of any person more than Ten ($10.00) Dollars per month.
No salary which is in excess of Ten Thousand ($10,000.00) Dollars
per year shall be increased from the appropriations herein made, and
no increase shall be granted which will make the total annual salary
exceed Ten Thousand ($10,000.00) Dollars.
Sec. 2a. There is hereby appropriated from the General Revenue
Fund Four Thousand Four Hundred ($4,400.00) Dollars with which the
salary of the State Health Officer shall be increased to an annual rate of
Fifteen Thousand ($15,000.00) Dollars.
Sec. 3. The salary increases herein authorized shall be effective for
the fiscal year beginning on September 1, 1954. Where under the terms
of Chapter 81 the department head, governing board, or other execu-
tive officer is authorized to fix the salaries of positions at amounts not to
exceed stated maximums, the maximums set out in Chapter 81 shall be
