The City of Denton owns a large number
of pieces of rolling stock automobiles, pick-
up trucks, heavy equipment, etc. Money for
replacement of this equipment has, in the past,
been generated for the Motor Pool fund through
rental charges made to the various departments.
This year, for a number of reasons, the cost
of the replacement equipment requested exceeded
the available money in the Motor Pool Fund.
When this was brought to my attention, we sus-
pended any further purchases until we could re-
evaluate the situation.
As many of you know, we requested Vehicle
Maintenance to review the condition of the
equipment listed for replacement to determine
if any could be retained in the fleet. This
review identified 4 pieces of equipment, the
condition of which indicated replacement is
necessary.
We also developed a list of repairs
which will extend the life of other pieces
of equipment - in some cases several months -
in other cases, longer. These repairs should
be scheduled with Vehicle Maintenance as they
can take the equipment and as the departments
can release the equipment.
In addition, steps are being taken to
develop a better and more comprehensive
program for scheduling the replacement of
vehicles. Rather than looking at this item
in mid-year, we intend to review all vehicle
replacements each year during the preparation
of our annual operating budget.
I hope every employee understands the
necessity to use this expensive equipment
properly and to get the maximum efficientuse out of it. Every dollar which is need-
lessly spent to buy equipment is a dollar
which will not be available for other purposes
to the City, such as continuing to improve
our compensation and benefit package. For
example, the recent salary adjustment cost
the City $690,183. The total cost of replac-
ing all of the vehicles which were requested
is in excess of $1.0 million. Both items
are basically paid for out of the same source
of money, and it just won't go that far.
Proper care and use of equipment will
benefit everyone. Abuse of equipment is
taking money out of your own pocket.

After all the wonderful things that
have happened the past few days, how do I
adequately say "adios" to such a group of
wonderful friends? The City Council, citizens
and fPllow employees have heaped honors upon
me, given me parties and hospitality far be-
yond what I deserve. That, though, is char-
acteristic of the people who 4Ake up the City
governmental organization a d the City proper.
Now that it is my time to depart, I say
an inadequate "thanks", not only for the events
of the past few days, but above all for your
giving me 14 wonderful years of friendship.
I depart with a great sense of sadness,
but also with a sense of gladness that I will
have a chance to add others to my long listof dear friends.
