An Alarming Forebast

A few week ago wo hod tho privllego
of publishing extracts from a few letters
received by MrJohn Howarlhof Wigan
from American correspondence arising
out of a letter ho wrote in reply to one
found in a bale of cotton his letter af-
terwards being published in an Ameri-
can paper Mr Howarth has obliged
with a couple of other letters of an in-
teresting character
Tho second letter is very typical of
an American Tho writer is on tho
boom and predicts tho South as a com-
ing center for cotton manufacturing
Tho letter is dated from Jefferson Tex-
as and says
Tho nearest cotton mill to this point
b some 1G0 miles It has 11000 spindles
and 3312 looms spindles all ling framo
Theroaro 15mills in thoStato12of which
are in constant operation These mills
are paying 10 percent dividendbesides
creating a good surplus fund The mill
abovo referred to makes unbleached
sheetings and findij ready salo for its
product The prico of tho law material
varies with tho marketas does that of
the product Your attention is called to
the significant fact that your mills pay
the same prico the mills here do for tho
raw material then you add to your cost
the agents commissionand the freights
to tho millsnnd the many incidcutal ex-
penses which naturally accrue in many
purchasesand you can readily see where-
in tho mill at the cotton field has tho
advantage When your mills aro making
a profit what should tho mills hero bo
doing It does not require much of a
financier to see wherein lies the cream
Tho South as a people are realising this
fact more and more each year The
South has since 1800 gained 400 mills
with 5496292 spindlcswith an increase
in the consumption of cotton of 1398
738 bales
The South has now 540 mills with
7100292 spindleB consuming 1925054
bales While it is true the percentage
of consumption only shows for tho year
l ° 023 something over 18 per cent yet
the percentage for 1890 was something
over 5 per cent Each year Bhows a hea-
vy increase in tho number of new mills
also in tho consumption All of the
Southern States are steadily increasing
their number of new mills You best can
judge of this by the following North
Carolina in 1902 3 made 349542 bales
and consumed 95 percent Alabama the
same year made 950215 bales and con-
sumed 21 percent South Carolina tho
same year mado 925490 bales and con-
sumed 63 per cent Georgia the same
year made 1425041 balesand consumed
29 per cent Tennessee tho same year
made 317149 balesand consumed 14 per-
cent
The other Southern States have in-
creased their consuinptnn from 1890 to
19035 as follows Mississippi from 17
366 bales to 34000 bales Louisiana from
12223 bales to 17320 bales Texas from
3301 bales to 20948 bales Arkansas
from 1122 hales to 3894 bales Kentuckv
from 11980 bales to 19884 balesjMissou
ri from 1385 bales to 4587 bales
Thus you can se how rapidly the
consumption in the South has increas-
ed Aa tho woalth of the South increas
es tho increase will mainly go in man-
ufacturing and more especially cotton
mills In twenty years the consumption
of tho cotton crop will be at least 50 per-
cent or perhaps more properly speak-
ing all of the crop of 19050 The in
creaeo in prodtition will continue not
however as rapidly as in the past ten
years
I am of the opinion that within
twenty years all mills away from tho
cotton fields will have to look elsewhere
than to tho South for their supply of
raw material Not only is the South the
natural home of tho cottonbut it is also
the logical home of the cotton mill As-
a people wo havo long since realised the
great mistake of being satisfied with
only tho production of cotton It is tho
ambition of the South today to bo the

ing kept up as people so often im
agino in the interest of tho doc-

other fact Why should they ship cot-
ton 1000 miles and pay freight on the
goods they buy both ways when they
can got these goods without any freight
lam of tho opinion that in a few
years that section of the great south-
east known as the Red River Valley will
have more cotton mills located in it than
any other section of tho country be-
cause of cheap rates on the product of
tho mills Mills located on the Red
River and its navtgated tributaries will
not only have as fine cotton as raised
in the South from which to draw their
supply but they will havo direct water
connection with New Orleans and the
Panama Canal and in this way they
virtually have direct water conection
with tho trade of the Far East Every
navigable stream n the South ib tho
proper location for the cotton mill In
time it will bo so This is a progressive
ag e Economy in all its branches isand
will be the carefully study of every
business man
The consumption of the South of
approximately 2000000 bales takes that
much away from foreign mills and
makes them less independent and has
already taken away from them the great
privilege of making tho price of the cot-
ton what they wanted or required Ev-
ery additional mill built in the South
forces the foreign mills further from
shore and at the mercy of the South
This tho South realises and will con
tinue to press her advantage by con
structing mills for making every grade
of goods mado of cotton Every Stae
has colleges in which tho young men
are being taught everything appertain-
ing to rasnufactnring Thus in a few
years tho young men of the South with
all their puBh and vim will be leading
and pushing tho South forward until
all her raw material of every kind will
be manufactured within her own limits
