At the time President I»a\ in had deter-
iniiied not to rece ive another soldier into
tlu* ranks of the Confederate urmy, the
Fedcruls wvre putting forth every energy
for thecompiest of the South. The largest
army and urniumeiit of modern time* had
U*en lorged into a perfect avalanche under
the immediate observation nl Mr. Davis
and his Cabinet. Kverv niovcin* nt of the
w
Federal*; their plans, their object*, were
a* well known in lficln.ioud as in Washing-
t«n. Their grand preparations to g
hie up How ling tJreen, I < t t McHenry and
Donelson, were known from one end ol the
Confederacy to the other. Hut concurrent
with this knowledge came assurance and
re-aasuranc* through the public press, that
a Confederate Jinny ol one hundred and
f‘Yy thousand mon uud**r Sidney .lohiHou,
was ready for the conflict.
w
The unpardonable and criminal decop
tion practiced upon the people in this in-
stance. by orih r of Jefferson Davl*. went
unexplaitu'd until the r nvirkaMv |ctt< r ol
(Jen. Sidney Join -on (not nubli-hcd until
after his death) - iw the light. That letter,
when closely s •rutinl/.ed, proved incontes

man “ who had made a nation of the South.'"
That letter hud been extorted from (Jen.
Johnson, ill order to exonerate Mr Davis
from culpability in the surrender of Fort
Donelson. That letter demonstrated two
important facts : Fir f. that it Jefferson
Davis did not love the Confederacy less, he
m
loved Jefferson Davis more. And, second-
ly, that the failure to defend the Howling
<Jreen line, was solely charguble to the
groundless belief of Jefferson Dav is that for-
eign powers would have come to our assist
ance in time to save the country. It ul>o
demonstrated that the deception practiced
on our own people wa*< intended to deceive
the enemy as to our strength, and thereby
guin time in the hope of foreign interven-
tion. 'Ihut time was gained by this dec* p-
tion is quite well understood ; but instead
of making use of that time by receiving
recruits and appealing to the patriotic
people to come forth and defend the iuteg
lily of the South, volunteering was mis*
[tended and Mr Davis and his Cuhirict were
in a Hip-Van-Winkle sleep, dreaming of
foreign aid.
Thus mouths of criminal idiom s were
passed; dooming and damning, by the hour,
the most sacred cause ever inaugurated.
During that time an urmy of one hundred
thousand patriots could have b**en raised
and have driven the in\*ad*r fr >m S cithern
soil. Such an army could have been rais-
ed with ease before the victorious wreaths
of smoke hud been diN|iclle<l from the plains
of .M.iiu~-* is, whereas one tenth of thut
number could not have been iuduerd to en-
list alter the surrender ot Fort Douelson ;
lor such, even, is the never failing cficct
for uny sort would l*ti lor the better'
Whilst the heaveilg spouted waters and
the streets run rivers, a iittie lilc trickled
through the City.
During the evening, however, the rain,

is certainly producing sad havoc among
dry goods, wet goods and all other goods
in the City. If our merchants are so
short -igliled as to suppose that Matamoro*

The (net i- that. Matamoros without the
existence of war anywhere, is one of the
largest commercial marts on the Dull, and
