City Implements Stage Five
Water Restrictions Wednesday
Stage Five Drought
Catastrophe Water
Restrictions went into effect
here at 7 a.m. Wednesday,
May 19.
City Administrator said
Tuesday the levels of Wichita
Falls Lake Arrowhead and
Lake Kickapoo had fallen
below 25 percent triggering
the stage five restrictions.
"Our water supply operates
under the guidelines of the
City of Iowa Park which in
turn is under restrictions from
the City of Wichita Falls,”
said Panned.
The stage five restrictions
prohibiting all non-essential
use as outlined in the plan are
subject to fines by police and
code enforcement personnel
including the removal of water
meters for non-compliance.
Panned said Tuesday City
Commissioners have not
yet imposed surcharges but
this remains a possibility.
Surcharges are in effect in
several area towns for water
over usage.
Panned reported no
further news from testing
of water from the wed field
on Red River except "we
are testing the wed water
to be used in the pool with
the results seven to ten days
away. ”
Water customers of the
City of Electra using water
from the city’s potable
distribution system are to
follow Stage 5 restrictions
which include:
A total ban on
ad outdoor watering
regardless of the type
hose or device used
A continued total ban
on ad bulk water sales
No irrigation of the
golf course including
greens, tee boxes and
fairways
No irrigation of
athletic fields
No irrigation of city
parks or common areas
No non-commercial
washing of any motor
vehicles, motorbike, boat,
trailer, airplane or other
vehicle (or parts thereof).
Fundraising car washes
are prohibited
Commercial car wash
facilities are to close each
Sunday and Monday.
If lake levels hit 20%
car washes will close
completely
No washing of any
sidewalks, walkways,
driveways, parking lots,
tennis courts, or other
hard-surfaced areas.
Under those conditions
in which businesses
are mandated to wash
hard surfaces in order

health and safety (such as
drive-in restaurants and
businesses that sell diesel
or gasoline), such uses are
permitted.
No use of city water
to wash down building
or structures for purposes
other than immediate
fire protection although

COMMUNITY WALK - Residents begin a wellness walk from the corner of West
Cleveland and North Wichita streets in downtown Electra on Wednesday, May 14,
in celebration of National Hospital Week. The half-mile marked route in downtown
Electra was a joint project last fall of Electra Memorial Hospital Rehabilitative Services
Department and the Wichita Falls Wichita County Health District Transforming Texas
Program, along with Main Street Electra, sponsor of the event. Three maps mark the
route which travels through the downtown area.
Memorial Day weekend
will be celebrated in Electra
by the Gold Star VFW Post
4145 and Ladies Auxiliary
with a service at Electra
Memorial Park cemetery on
Monday and the sale of Buddy
Poppies in downtown Electra
on Friday and Saturday. They
will be joined in the poppy
sale by Cub Scout Pack 40.
Post Commander Dick
Cranford said Monday the
service on May 26 will be
at 10 a.m. rather than the
previously announced 11 a.m.
Dr. Mike Watts, pastor
of First Baptist Church, will
be among speakers for the
program around the Flag Pole.
Those attending are being
asked to bring lawn chairs as
no seating will be provided.
Following the service
the Post will conduct a flag
burning ceremony for US
flags no longer suitable for
use.
We will be remembering
those citizens who gave their
time and even their lives that
we may enjoy the freedoms
of today. It is the duty of each
one of us to show our love for
those who loved the United
States so much they sacrificed
everything for you and I. ”
Ladies Auxiliary members
will be selling Buddy Poppies
downtown on Friday and
Saturday in anticipation of the
holiday with help from Cub
Scout Pack 40.
Cub Scouts would like
to remind citizens about the
history of the poppy which
is sold in honor those those
who fell in service for the
freedom of Americans. They
discovered the significance of
the poppy and Memorial Day
noting in 1915, inspired by the
poem, "In Flanders Fields,”
Moina Michael replied with
the words, "We cherish, too,
the Poppy red, That grows
on fields where valor led, It
seems to signal to the skies,
That blood of heroes never
dies.”
Scouts learned Ms
Michael conceived the idea to
wear red poppies on Memorial
day in honor of those who died
serving the nation during war.
She was the first to wear one
and and sold poppies to her
friends and co-workers with
the money going to benefit
servicemen in need.

James Ward Is New
Electra Police Officer
James Ward took the oath full time officers to be fully U.S. Army before attending
of office as an Electra police staffed. the VRJC Police Training
officer last week bringing Ward, a native of Wichita Academy. He worked for a
the department lacking two County, served 10 years in the year as a part-time officer in
Electra before being selected
to attend the DPS Academy in
Austin.
After retiring from the
DPS in 2007 he worked
as a security contractor in
Afghanistan for four years.
Upon his return he was
employed with the Wichita
County Sheriff’s Office for
over two years.

gave me my foundation in law
enforcement,” said Officer

for the Blood Drive held last
week in Electra.

Newly elected Sue
Howell took the oath of office
as City Commissioner Place
Three on Tuesday afternoon.
Mrs. Howell was elected
to the position in the May 10
election, with 329 votes.
The oath was administered
by City Secretary Tracey
Lowe.

Commission is scheduled for
