Financing Fire Truck
Approved By City
City commissioners
conducted a wide variety of
business in their Tuesday
meeting including financing
of a new fire truck, learning
of the upcoming retirement of
Librarian Terry Holbert and
the many programs in progress
there, hearing response on
the sale of the old light plant
equipment, giving proceeds
from the sale of the old light
plant equipment to the Grand
Theatre project on a 3-2 vote,
selling a city-owned house,
city wide cleanup and summer
hours for the convenience
center, and a report from
the Business Development
Committee.
Commissioners agreed
to finance the new fire truck
for Electra Fire Department
for 10 years through
Government Capital on a
3.763 fixed rate with annual
payments of $20,018.15 (no
down payment) with a total
purchase cost of $200,181.50,
and an adjustable rate option
in years 6-10.
Administrator Pannell
recommended Government
Capital noting the other two
quotes, American National
Leasing and State National
Bank did not offer the
adjustable rate for the second
five years.
Fire Chief James
Auldridge said the truck was
already in the process of
being built for Electra. It is
a Rosenbauer Firestar 1250
GPM Commercial Pumper
from daco.
Commissioners also
approved a resolution
regarding a financial contract
for a fire truck.
Librarian Terry Holbert
who began work at the
Electra Public Library in
October, 1990, announced
she will be retiring in July or
August and is working with
the city administrator and the
library board as well as the
Friends of the Library and
the commissioners toward
insuring a smooth transition
to a new librarian.
She reported on upcoming
programs and grant projects
underway at the library.
Mayor Tom DeLizio
told commissioners and the
audience he was approached
by Pannell while out of town
and regarded the sale of the
old light plant equipment as
salvage. The city administrator
had been approached about
a sale of the equipment.
Commissioner Place Two Bill
Davis said the equipment sale
should have gone before the
commission and it was sold at
too low a price. Citizen Larry
Huffstutler also addressed the
light plant equipment sale
saying he was disappointed it
was gone. He cited historical
value of the equipment.
It was noted that a lot of
equipment still remains in the
building, and several noted
that large salvage companies
should have been contacted
for bidding in the process.
On a 3-2 vote the $16,000
received from the sale was
awarded to the Grand Theatre,
another city-owned building.
Mayor Pro Tern Curtis
Warner brought up legality
issues with the money being
given by the City to the non-
profit corporation appointed
by the City to work on the
theatre. City Attorney Todd
Greenwood said he believe
the transfer of funds was
legal.
Mayor Pro Tern Warner,
Commissioner Janice
Cranford and Mayor Tom
DeLizio voted in favor of the
action while Commissioner
Bill Davis and Commissioner
Pam Ward voted no.
Commissioner Ward who
heads the park committee
pointed out the theatre is not
the only project in need of
funds.
Grand Theatre, Inc. board
chairman Stuart Smith gave
an update of work being done
at the theatre.
A bid of $6,500 from
Cody Rejino to purchase the
city-owned property at 102
Avenue D was accepted by
Commissioners. It was the
only bid submitted for the
property. Pannell noted the
4B Board had spent $4,310
in repairs to the property and
would be reimbursed that
amount while the remainder
would go into the city general
fund. Minimum bid for the
property was $6,200.
Scott Strange, chairman
of the Business Development
Committee of the Electra
Chamber of Commerce,
updated commissioners on
a March 12 meeting of his
committee. The committee
cited an unskilled work force,
restrictions on buildings in the
downtown historical district,
unavailable property along US
287, and at least three parcels
of what could be available
property for development.
Clean up was discussed
by the administrator..
