There Is no earthly way
we've boon able to figure out

You've either eet to go to Sec-

a way to got to Austin Street
you might go from tho city

Franklin and coma back Frank-

The new system puts us about
the ssme d’stsnce to travel from
the city hsll now as it is to the

Income From Traffic Fines In City
Court Swamps Clerks Office Work
Business is so good in the clerk's office of the city
court that the small force is completely snowed under
Joe Jeans, clerk, is kept busy most of each day
wrjting out receipts for traffic violator customers. The
secretary in the office, Miss Jean Girard, has more
•ickets, issuing capiases and keeping the records
straight, than she can handle in the accumulation each
day.
City Judge Q Z. Valentine had a talk with City
Manaqer Jack Jeffrey Monday to see what could be
done iihmt get'ing another girl
to help Jeans and Miss Girard
Warrant Officer Albert l.eon
ard keeps a check of court orders
and complaints coming in as well
as looking after the prisoners
and handling bonds for lawyers
With the complicate* traffic
laws now in force, including is-
suing of radar spoading tickets
and fits woman writing out
parking tlckats sarh day, this
make* tbs city court one of tho
most profitable businesses of the
city.
A lot of violators have talks
with City Judge Valentine each
a*ernoon from 1 to about 3pm
Most of them don't have anv <*x
ruse just merely hoping that the
judge will make an exception in
his or her case by not requiring
that the fine he paid This sel
dom happens, however It a le
gi11mate excuse is offered Judge
Valentine will give the defend
ant the benefit of the doubt
Otherwise everyone pay* off
One elderly Negro man on pen
sion Monday tried to outguess
the judge by elaiming he was
broke He had already been giv-
en the limit of time extension
As Iieonard started to (ail wtrtt
the Negro to serve out his twen
ty dollar fine, he dug up his last
ten dollars out ot his pocket By
ihc time the two had reached the
hallway the defendant located
another ten dollars for the fine
There are no partial payments in
rlty court On moving violations
however, an extension of not
more than thirty days ure allow
ed Failure to show up on time
increases the fine for a capias
profine. adding five dollars
A Baylor preacher had to dig
up his church salary check of
thirty dollars to take care of a
ten dollar traffic fine victim of
the radar Another Baylor stu
dent lucked five dollars of having
his fine money The time was up
hut the judge allowed him until
the next morning to take care
of that when he got out of class
es
One w»>- vetaran en a pansion
had to dig up two driver's li-
censes before finding the cur
rent one to satisfy the police
men's complaint He had to pav
five dollars for no license plates
One defendant drew a fifty
dollar fine for failure to xtop and
identify He also has a $20 capias
on top of that He is studying

12 grade basis Questionnaires
sent out about the school work
are being studied Contrary to
the hullaballoo that has been
put out tn tho daily newspaper
the disati.xfaction to the grading
system, has been very small, as
indicated by the questionnaires
