ORDINANCE NO. 33.
AN ORDINANCE ESTABLISHING QUARANTINE LIMITS STA-
TIONS AND REGULATIONS FOR THE CITY OF ABILENE; FIXING
A PENALTY FOR THE VIOLATION THEREOF, AND DECLARING AN
EMERGENCY.
Be it ordained by the Board of Comtmissioners of the City of Abilene.
Section 1.
The Board of Commissioners of the City of Abilene shall, whenever
they deem it expedient for the preservation of the health of the citizens of
this City and the prevention of the introduction or spread of infections or
contagious diseases by resolutions, establish a quarantine against such point
or points, towns or places as may be infected or suspected of being infected
with any contagious or infectious diseases.
Section 2.
By the term infectious or contagious diseases shall be held to include the
following diseases, whether contagious or infectious or not: Asiatic
cholera, bubonic plague, typhus fever, yellow fever, small pox, chicken pox,
scarlet fever (scarletina), diptheria (membraneous croup), cerebro (spinal
meningitis), dengue, typhoid fever, epidemic dysentary, trachoma, consump-
tion (or tuberculosis of any organ or any part of the human body), anthrax,
glanders, anterior, Poliomyelitix measles, whooping cough, German
measles, rotheln, pellagra.
Section 3.
The quarantine limits of the City of Abilene are hereby fixed at a line
surrounding said City at a radius of five miles from the present Court
blouse, and a point on every railroad and public road entering said City
at a like distance from said Court House, is hereby fixed as quarantine sta-
tions, and shall be subject to such regulations as are herein prescribed.
Section 4.
Whenever any quarantine has been made and established as herein pro-
vided the Board of Commissioners of this City shall appoint such Health In-
spector, physicians and guards as may be necessary for the proper enforce-
ments of the provisions hereof, whose compensation shall be fixed by said
Board. Said Inspector and qaurantine officers shall be under the super-
vision and control of the City Health Physician and subject to such orders
as may be promulgated by the Health Department of this City and are de-
clared to be peace officers of said City.
Section 5.
Whenever any quarantine shall have been established as herein provided
it should be the duty of any Health Inspector or quarantine officer acting
under the authority of this City to stop and detain any person entering or
attempting to enter the City of Abilene, who comes from or is suspected of
coming from any point against which a quarantine has been established by
said City and if such person has been exposed to any contagious or in-
fectious disease or such Inspector or quarantine officer has reason to believe
that such person has been exposed to any such contagious or infectious
disease, he shall cause such person to be confined in the house of detention
to be provided by said City, and there detained until discharged by the City
Health Physician.
Section 6. .
When any quarantine has been established, as herein provided, it shall
be the duty of the person in charge or control of any railway in this City
to cause the same to be stopped before entering the City of Abilene at the
various quarantine stations, as herein established, and there remain for
such a time as may be necessary for the inspection and examination by any
