TION OF THE CODE AS
“ OBSTRUCTION BY
TREE TRUNKS, BRAN-
CHES AND FOLIAGE”;
DECLARING AN
EMERGENCY PROVIDI-
NG FOR PUBLICATION
AND EFFECTIVE DATE.
WHEREAS, numerous
trees with wide trunks,
low branches and dense
foliage are obstructing
the vision of automobile
drivers at intersections,
and
WHEREAS, the obstruc-
tion of vision at intersec-
tions constitutes an im-
mediate danger to the
health, safety and
welfare of the citizens of
the City of Pharr,
NOW BE IT ORDAINED
BY THE CITY COM-
MISSION OF THE CITY
OF PHARR:
SECTION 1: This or-
dinance amends Article
III, Section 29-43 of the
Code of Ordinances of
the City of Pharr, Texas
which shall be renamed
“Obstruction by Tree
Trunks, Branches and
Foliage.”
SECTION 2: Article III,
Section 29-43 of the
Code of Ordinances
shall be amended to
read as follows: It shall
be prohibited to have
any trees in the restric-
ted areas as defined by
Section 29-41 of this Ar-
ticle.
SECTION 3: The impor-
tance of public safety
creates an emergency
and an imperative
public necessity
requiring the suspension
of the rule that ordinan-
ces be read on three (3)
separate occasions and
such rule is hereby
suspended and said
requirement is dispen-
sed with by a vote of not
less than a majority vote
of all the members of the
Board of Commissioners.
SECTION' 4: This or-
dinance shall be
published in the official
newspaper of the City of
Pharr, Texas, as
provided by law, and
shall be and remain in
full force and effect im-
mediately upon adop-
tion.
