"Every slate but Texas already
has consolidated many of their en-
vironmental programs into one
agency," Sharp said. "Other states
realized that the complex and inter-
related nature of environmental
problems are best tackled by a sin-
gle body rather than numerous
agencies with different priorities
and procedures."
Lawmakers also created a $150
million bond pool, subject to voter
approval this fall, to fund water and
sewer service for colonials, the im-
poverished, unincorporated subdi-
visions along the Texas-Mexieo
border that often breed health
problems because of their unsani-
tary conditions.
"Tlic high-tech and service-ori-
ented firms that will dominate the
21st century Texas economy place
a high value on that elusive factor
called 'quality of life.’ Those com-
panies won't settle in a polluted en-
vironment. And the Texas of our
grandchildren won't lx? able to live
atrd prosper if we leave them a
polluted environment," Sharp said.
