For the many services you have rendered to the community during
your terms of office. Each of you can retire from office, proud
of the fact that you have done a good job, and knowing that you
have the thanks of the entire community for the efficient way you
have discharged the duties of your office.
Both the outgoing and the incoming group of men have seen
('omanche grow both iti population and industry in the past years.
If the retiring officers had not been farsighted men we could not
have kept pace with this rapid growth. The new Officers are also capable,
farsighted men. In the future it will be your responsibility to spend
wisely and well the taxpayers money. It will also be your duty to save
money for the taxpayers of the community when possible to do so,
and still keep pace with the times.
We would like to take this opportunity to suggest the following
ways of saving money: for the taxpayers of the city.
First, by the extension of the water mains in order to save the
penalties many of us have to pay on insurance policies because of
the distance of our insured property from a fire hydrant. Please
remember that this penalty is just like more taxes, added to the
regular tax rate per hundred dollar valuation, for those who happen
to own property over a certain distance from a fire hydrant.

Second, we would tike to suggest that you men investigate the possi-
bilites of saving the taxpayers money through the municipal ownership.

have found it possible to save money two ways by owning their own1
power system. First by lower rates to the users. Second by the
earnings or revenue of the system. Many people will say this ia not
possible. But just ask any man who has held a city office where We
would be if it were not for the revenue from our municipally
owned water system.
