hearing by the commission Commis-
sioner Mercers motion was voted down
Commissioner Massey of Delaware read
from the minutes of the last meeting a reso-
lution passed by the commission disposing of
the same question The resolution said in
effect that as the commissions
lowers were limited to passing upon tho
wurk after it had been laid out by tho
local directory it could not lake action in
tho matter of opening or closing the
exposition on Sunday until the action
of the directory on tho question should come
before it for ratification Massey however
thought it due to the srentlomen of the Sab-
bath union to givo them a hearing
and that they should he advised in advance
of the action already taken by the commis-
sion Finally it was voted to appoint a
committee of thirty to confer with
the Sabbath union delegation and fix an
hour during tomorrows session at which
the commission would hear their memo-
rial
President Palmer read his report as fol-
lows I congratulate the commission on
the way it has done its work No candid
Iicreon can look over its proceedings and
not be impressed with tho work accom-
plished The responses of foreign
governments have been most sat-
isfactory and pi agc the greatest
exposition of its kind ever attempted
Twenty legislatures have mado appropria-
tions and thirty states and territories have
made application for space Tho expenses
of these cannot fall short of 0000000 Con-
gress by a meager appropriation lias crip-
pled the work but it is to be hoped that
the next legislature will do better By tho
estimates prepared it is evident that
the expenses of the commission must
he cut down if an appropriation of J00000
is to be sufficient This question gentle-
men you are asked to seriously consider I
recommend that tho commission cive the
question of awards careful consideration
Too much care cannot bo exercised The
cost of blowing awards has been esti-
mated at i7000iU and 1 am of the opinion
that congress should bo asked for an appro-
priation to cover that amount

pleted the painting of tho scenery for
Greenwalls opera house gavo a scenery
rehearsal to tho members of tho press The
different stage settings that can be made
with the new scenery were shown and the
fact demonstrated that stage settings for
any play can be mado with the scenery now
in the house There is not an inch of tho
old scenery in tho theater everything being
new The dressing rooms are neat hand-
some cheerful and afford a refreshing con-

whose regiment is stationed at headquar-
ters of the department of Texas San An-
tonio as will be seen by an announcement

city and reopened a recruiting rendezous at
the old place the Mansion hotel
Tho captain says that ho had better suc-
cess at Fort Worth than in any other city
visited by him and that all of the recruits
secured in Northern Texas wero reported
to be the best lot of men ever sent to tho
regiment
The Twentythird infantry is tho regi-
ment which has been in camp with the
Texas troops for the past two summers
and there are but forty moro chances only
that number being required to fill the reci
meut so that those desiring to enlist
should apply at once

with profound satisfaction of the success of
its brothers throughout the state in secur-
ing for Miss Carrie Dickson the prize of-

Brownwood Board of Trade and represent-
ing the great Pecan Concho Colorado fair

trade extends through a radius of 300 miles
and she is the Athens of Southwest Texas
Daniel Baker and Howard Payno colleges
with a fine system of public schools give
her this proud distinction The city boasts
the most elegant churches of any city of
tho same population in Texas The pro-
fessor says no city of the South has more
gallant men or more lovely women The
city council has granted a franchise for
electric lights and street railways He
also reports a grand immigration coming to
Brownwood from the older states The
great attractions are cheap lands genial
climate line water and grand opportunities
for all good people Brownj county is
described as tho evergreen county of
Southwost Texas About one dozen coun-
ties of tho P C C country will enter ex-
hibits at the fair The secretary of the
Brownwood board of trade well deserves
his reputation for enthusiasm and work for
his city and the Pecan Aalley fair The

settled we have more scholarships to offer
to the girls a kind of postgraduate course
to those young ladies who are out of school

The Ladies Associate Charities will
open their first term next Friday afternoon
to continue through the winter and we
waut all married ladies who can but young
ladies especially to meet with us and enroll

help you to learn lessons of charity and to

of colored men closed its session of two
days this afternoon The most important
matters acted upon aro as follows AVe
tho committee on immigration having
carefully considered the matter respect-
fully submit the following to this conven-
tion
1 As an individual tha negro has a-
right to become a citizen of any state or
government where he is satislied that his
constitutional rights will be respected
2 As a means of more quickly securing
said rights tho negro as a race should in
the fullest senso speediy acquire wealth
and education and sustain good morals
o As a means of securing said education
he should practice strict economy and own
his own home
1 That tho colored people should be
mado acquainted with the tact that in tho
matter of lands Texas has moro than 100
000000 acres of unimproved lauds much
of which can bo bought for 2 3 and 45 an
acre on good terms which should bo ac-
quired in view of the fact that immigrants
aro flowing into tho state at the rate of
70000 annually
Tho report of the committee on griev-
ances was as follows
AVhereas the last legislature of the state
of Texas in its law relating to the public
schools of the state passed a law depriving
proficient colored teachers from being
placed on the board of county examiners

Resolved that we appeal to the Federal
representatives of this great stato to repeal
said act which we deem unjust and unwise
furthermore the county judges disapprove
of the act and we earnestly hope and pray
that this matter will bo looked into by the
incoming legislature tZD

fact that the lawmakers of tho Six-
teenth legislature foresaw that demand
and enacted a law April 10 1SS3 en-
titled an act to establish a branch university
for the colored youths of the state of Texas
therefore be it
Resolved that we respectfully urge the
state board of education that they take
steps at their earliest possible convenienco
to erect said university at some appropriate
point in the state
The following was adopted in regard to
the separate coach law
Whereas the congress of the United
States of America by the thir-
teenth fourteenth and fifteenth
amendments to tha Federal con-
stitution has made the netrro race
within the republic fullfledged American
citizens and has vouchsafed to them all the
privileges and immunities pertaining to
American citizenship and
AVhereas tho Twentysecond legislature
of the state of Texas has inaugurated a
gigantic system of class legislation by
enacting the separate coach law and
AVhereas tho enforcement of said
law as is dono on all tho
railroads of this state conflicts
with section 2 of article 4 of the Federal
constitution and section 1 of tho same and
sections 3 and 19 of the constitution
of the state of Texas and sets at
naught the inviolate constitutional provisos
which are a heritage to all native
born and naturalized American citi-
zens by tho national and state
government
Therefore we tho representatives
of the negro race in tho state of Texas
in delegated convention assembled do
hereby issue an address to tho
sovereign people of Texas in which
we explicitly set forth our grievance
as patriotic American citizens and as loyal
Texans who at any or all times would sac-
rifice life and every earthly possession in
upholding tho flag of dir common country
we feel that we are entitled to partake of
tho fruits of the tree of liberty

Some Excitement ia Regard to the Courlct
Lease system
Nisiivillk Tkvn Sept 2 There was
considerable excitement in the lower house
of the general assembly over the intro-
duction of resolutions providing for
the appointment of a committee of
senators and representatives to investigate
the condition of the penitentiary convict
lease system and tho Briceville trouble
Under suspension of tha rules the
resolution was taken up and a
hot running debate ensued followed
by the introduction of floods of amend-
ments Objection was made that it was a
scheme to delay action because the commit-
tee could not conclude its labor in tho
timo allowed for tho sitting of tho
assembly Taylor of Anderson advocated
the resolution in a caustic speech in the
course of which he said that as a represen-
tative of the people of Briceville he de-
manded a fair investigation of tho recent
troubles by the present legislature
This body does not understand the situa-
tion at Briceville he said and I think
you should have all the facts
Assistant Labor Commissioner Alleman
who is also a member of the house said
that the members of the legislature who
opposed tho abrogation of the lease had
been scouring the country for proof to sus-
tain their views
After several other speeches and another
avalanche of amendments the whole
matter was referred to the pen-
itentiary commmittee The tendency
of most of tho amendments was to prevent
tho resolution from committing the house
to au opf > osition to t he abrogation of the pres-
ent lease Tho whipping post bill to cover
minor offenses was introduced in the senate
to daybut will hardly pass Petitions from a
great many counties for the abrogation of
the lease system were presented in the
house
