Charlene Archer entered HSU
as a college freshman in 1949
not knowing that several years
later she would be serving as
HSU registrar
Archer retired Oct 21 1987
after 29 years service to the
university Serving as registrar
for the past 1 1 years. Archer was
a staff member from
1969-1987
Reaching the position as
registrar said Archer was not
easy Before she was to have
recieved her Bachelor s
degi' 0 she dropped
out of school found a job. got
married and then returned to
school Archer was offered a
job in the Registrars office in
1959 when she went to get a
transcript of her grades She
worked 40 hours per week m a
clerical position her husband
also worked and was a part tie

The university student finan-
cial aid and scholarship pro-
gram offers assistance to wor-
thy students needing financial
help and awards scholarships
to students of high scholastic
achievement
According to the HSU
Undergraduate Bulletin m
compliance with regulations
set by the federal government.
the university administers funds
provided by federal and state
governments for loans grants
and employment The finan-
cial aid staff tries to cooperate
by providing an individual with
as much aid as possible ac-
cording to the needs of the stu-
dent Financial assistance is
designated to students in four
forms consisting of loans jobs
grants or scholarships Often
ail four are awarded to a stu-
dent however loans and jobs
are optional There are two
types of loans a student may
apply for the Guaranteed Stu-
dent Loan (GSL) and the
Perkins Loans
The GSL guarantees up to
$2500 per year not to exceed
$12500 for undergraduate
students The student has lO
years to pay back the loan
after graduation The Perkins
Loans guarantee up to
$3000 for the first two years
The loans do not exceed

them to work up to 20 hours
per week and earn at least
minimum wage Students who
are ineligible for the college
work-study program can work
under HSU payroll also earr-
ing at least minimum wage
Students of high academic
standing are eligible to
receive certain scholarships
Many of these are limited to
students in certain fields of
study while others are
available to any qualified stu-
dent Scholarship recipients
are determined by the Student
Aid Committee
