Russian millers have decided to
make a determined effort to capture
some of the great flour markets of the
world. In welcoming the members of
the milling trade at the congress of
flour millers, which waa opened at St.
Petersburg on Jan. 25 and remained in
session tor about eight days, M. Kov-
lovaky remarked that the minister of
finance trusted that the main Item on
the agenda would not be lost sight ot.
He referred to the most practical way
of promoting the export of flour from
Russia. Grain was a precious raw ma-
terial, and wm one ot the richest ot
the empire, but the countrygrould nev-
er reap the full value of its harvests
until some means could be found of
utilizing all the grain raised by the
native farmer. That, he said, might
he asking very much, but it waa the
ideal to keep before them, which they
should never- lose from their eight The
government to backing the enterprise,
and will make a reduction In transport-
ation rates to assist in its accomplish-
ment The, query at the convention
waa; If the United States eould do so
well why not they? True they saw that
the United States enjoys advantages
which have not fallen to the lot ot Rus-
sia, but on the other hand, Russia an-
joys three advantages which the Unit-
ed States have not, referring to the

ity of their foreign markets. Before
the Americans managed to make their
flour known in the markets ot Europe

aggregate, and Russia feels that if their
