Help On The
Way For Volunteer
Fire Departments
State Rep. Charles Finnell of
Holliday has co-sponsored two
pending bills which would
greatly come to the aid of the
nearly 1,800 volunteer fire de-
partments that are located
within Texas.
House Bill 680 by Rep. Bob
Turner of Coleman and Rep.
Finnell would remove a donor's
liability in civil damages if do-
nated used or obsolete equip-
ment is given to the Texas For-
est Service in good faith with-
out gross negligence, reckless-
ness or intentional misconduct.
With the liability protection,
V.F.D.s could receive badly

needed breatliing apparatuses,
protective clothing, fire trucks
and other fire control or rescue
equipment that currently is
being destroyed. Of the 1.800
tire departments in Texas, ap
proximately 1.500 of them have
no consistent source of rev
enue, particularly those in ru-
ral areas. The House is ex
pected to vote on this bill early
next week.
House Bill 2149 by Rep. John
Longoria of San Antonio and
Finnell would lower the current
maximum amount of liability
incurred by V.F.D.'s per occur-
rence of bodily injury, death, or
injury to or destruction of prop-
erty from $300,000.00 to
$100,000.00 per occurrence.
The higher existing liability
amount of $300,000.00 could
effectively bankrupt any small
rural firefighting company be-
cause of their lack of funding.
"This legislation is of tremen-
dous importance in a district
such as ours that covers 13
rural counties and a vast
amount of territory," said
Finnell. "Without the selfless
dedication and sheer hard work
of our volunteer firefighters,
many of the fires throughout
our district wouid have no ad-
equate or timely response what-
soever, "he emphasized. "These
people are heroes and deserve
to be helped in any way pos-
sible." __
