Letter from J. E. Clark to Truett Latimer discussing the annexation law in Texas, he feels the present law gives cities too much arbitrary power over areas close to them. Mr. Clark asks that he support House Bills 605 and 307; Both bills relate to the annex law. He also attaches a map showing annexations made by El Paso and an addendum sheet on the same annexation.
