In the beginning, relative to these relationships, Caltex
does have some things going for it. You have the crude,
you have the technical know-how, and you have the financial
clout, I'm sure that during your career in Japan you must
have seen this kind of a relationship evolving. You see a
maturation, I guess, of Nippon and Koa.
Oh, yes. The early construction of the refineries--both
the rehabilitation process and the new grass-roots refineries
--were supervised to a great extent by Caltex engineers,
who lived right on the site and worked with the Japanese
engineers. But we learned very early in the game that they
knew what it was all about. I think the main reason why in
the early days--on the technical side--we operated so
successfully was that the Japanese were most interested in
employing the improvements and refining technology that had
taken place during the war and that they were separated from
and knew nothing about. They wanted to use them; they
wanted to incorporate them in these new plants. The best
way to do it was to have Caltex engineers determine what
processes would be valuable, and then to arrange royalty
agreements with the companies in the United States.
