RSP Contract # 2012-0029
HRA# 1001814
The City of Cooper is soliciting proposals for the construction of single-family homes within the city
limits of Cooper. One (1) to ten (10) homes, may be constructed under a HOME Program grant
received from the Texas Department of Housing and Community Affairs (TDHCA) under the RSP
Contract # 2012-0029 including HRA #1001814. These homes will average 1200 square feet.
Contract documents, including house plans are on file for review at the following places: City of
Cooper, 91 N. Side Square, Cooper, TX 75432 and Resource Management & Consulting Co. 3729
Lamar Avenue, Paris, TX 75460.
Copies of the contract documents may be obtained from Resource Management & Consulting Co.,
3729 Lamar Avenue, Paris, TX 75460 upon the payment of $25.00 payable to Resource
Management & Consulting Co. or a disk containing the bid documents can be obtained at no charge.
Proposals may be delivered to the City of Cooper, City Hall, 91 N. Side Square, Cooper, TX 75432.
All proposals must be sealed and submitted by the bidder to the City of Cooper on or before 11:00
a.m. on the 27th day of January, 2015, where bids will be publicly opened and read aloud. The
Contractor must ensure employees/applicants for employment are not discriminated against
because of race, color, religion, sex or national origin. Section 3 of the HUD Act of 1968 (12 U.S.C.
1701u) as amended, and implementing regulations at 24 CFR Part 135 is applicable to this project.
The City of Cooper reserves the right to reject any and/or to waive any informality in the bidding.
Bids may be held by City for a period not to exceed thirty (30) days from the date of the opening of
bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to
awarding the Contract.
