Southwestern Historical Quarterly
memorandum book of notes, acquired at the cost of many bad mo-
ments and taken after extended investigations in a chaos in which
heterogeneous materials confusedly and indistinctly whirled and in
which falsehood was ascendant. Ignorance, cavilousness, disorder, and
vices, all born in the bad sort of people that populate these lands, and
of the almost inevitable liberty that facilitates the extension and
abundance of these qualities, always will be an obstacle to their re-
form. All these things they have, even of minor importance; but con-
quering them, the most barbarous nations have passed to civilization.
If my efforts, Excellent Sir, can be useful to the service of the King
in carrying out the important objectives that Your Excellency had in
entrusting this charge to me, then my objectives have been fulfilled
which are none other than those of completing those assignments
given to me.
My present straitened financial circumstances are alleviated by
grants from the Royal Hacienda to reimburse me the extraordinary
expenses of this and my earlier commissions, accorded me by the
superior junta of the Royal Hacienda, and which Your Excellency
noted to me on a letter of last October 28.
I hope that Your Excellency will be kind enough to admit this ex-
pense voucher in the name of the King. Although the total does not
exceed 3,000 pesos, it has the merit to be offered by an officer who
has only his salary. God guide Your Excellency many years. Capital

Sim6n de Herrera, so that if it is in consonance with his views, he will
affix his signature or note that to which he does not agree.

I have seen the above report that Lieutenant Colonel Don Felix
Calleja has sent me, and in the part relative to the government in my
charge, it is without discrepancy. According to what earlier we agreed,
I am forwarding it.
