Puerto Rican Situation Purely for a record in our files, I confirm discussing with you on yesterday Herbert's letter of the 10th, of which he sent you a copy and to which he attached a letter to him from John Lowe. This letter of April 2nd was addressed to Herb at Sugar Land so I don't know whether a copy was made of the letter from John Lowe ihen it was sent on to Herbert at Boston. I enclose a copy herewith. I understand that you will take this matter up now with Max Jacobs and get him to try to develop some interest on the part of several leading Texas papers. If that is accomplished, I would like several copies of each article published which I can send on to half a dozen or more of our Texas congressmen and both of our senators. I would rather have the editorial first. Since starting this letter I received a letter dated April 10th fran Mac Baldrige of the United States Cane Sugar Refiners' Association enclosing me a mimeographed copy of a letter that they propose to send to each congressman on the Agricultural Committee. This letter furnishes data and facts that I think would help Max Jacobs to present our case to Texas newspapers. I don't know whether a copy was sent you so I am enclosing my copy which you can have duplicated at Sugar Land with as many copies as you need, returning one or two to me as I think I have places where I can probably use them.
