Ceylon has issued a set of stamps
surcharged "On Service," of the val-
ues of 2, 3, 5, 15, 25 and 30 cents.
F. H. Pinkham, editor of the East-
ern Philatelist, has been elected presi-
dent of the American Philatelic Press
Association.
Chas. G. Hart, of Pipestoi e, Minn.,
is engaged in collecting and compiling
a list of collectors in Minnesota, which
will be published. See advertisement
on last page.
The United Philatelic Dealer's Asso-
ciation has been organized with J. M.
Burton, president, A. J. Littlejohn,
secretary, and F. N. Massoth, treasur-
er. It was organized for the protec-
tion of dealers.
Curacao has issued two provisional
stamps of he 2% cent values, sur-
charged in black on the 10 cent ulta-
marine and 30 cent gray. The entire
issue was purchased by officials at
several times face value. Our advice
is to leave this issue to the tender
mercy of the S. S. S. S.
A WESTERN VIEW OF THE CARION
SUSPENSION.
We find it necessary, in the course
of events, to reply to Mr. Quacken-
bush's criticism in Meekel's Weekly.
When Mr. Quackenbush states that
the Philatelic Californian has no. right
to criticise the improper actions ofthe American Philatelic Association,
he is deliberately interfering with the
liberty of the press in seeking to muz-
zle its free speech. The publishers of
the Californian know perfectly well
that Mr- Carion was never permitted
to know the evidence brought against
him by unknown accusers, and was
denied the sovereign privilege of a
member to defend himself, conse-
quently the action of A. P. A. in sus-
pending Mr. Carion was both improp-
er and unworthy of America's repre-
sentative organization. Mr. Carion
and the Press Club are in possession
of sufficient affidavits and postoffice
evidence to prove beyond a doubt that
the French Colonials sold by him are
genuine. We have the evidence of
the post-office registry clerk to prove
and uphold our statement.
Now if Mr. Carion is guilty, as was
charged, why was he not expelled? If
the charges were not sufficient to
prove dim guilty, why was he suspend-
ed instead of being cleared of all
charges as Mekeel would have been
had the five cent brown case come up
before the Association. If Mr. Carion
is guilty we will be the first to de-
nounce him, but we demand a fair
trial, and he has certainly not received
it. If the Board of Trustees will meet
us and reopen the case, we will place
before them sufficient evidence to
clear him of all charges in spite of
Maury, the French Philatelic Society,
and a few local dealer collectors, and
if Mr. Quackenbush, whom we know
to be an honest and impartial corres-
pondent, will meet us in a friendly de-
bate in any publication we will gladly
produce sufficient proof to win him to
our side. Of the other small fry who
have taken up the case we will have
nothing to do with. We will have
more to say upon the subject in future
