‘ That a Hearing shall be given to
the owners and all persons own-
ing or claiming any interest in or
lien against any property abutting
the highways, and portions there-
of, within the limits herein defin-
ed and to their agents and attor-
neys before the City Council of the
City of Levelland, Texas, which
Hearing shall begin on the 22 day
of Dec., 1950, at 2 o’clock p. m. and
shall be held in the City Hall of
the City of Levelland, Texas, at
which hearing all of the said own-
ers or other interested persons,
their, agents or attorneys shall
have the right to be heard on any
matter as to which Hearing is a
constitutional prerequisite to the
validity of any assessment sought
to be imposed and to contest the
'amounts of the proposed assess-
ments; the lien and the liability
thereof; the special benefits to the
abutting property and the own-
ers thereof by means of the im-
provements for which assessments
are to be levied; the accuracy, suf-
ficiency, regularity and validity of
the proceedings and contract in
connection with such improve-
ments and proposed assessments,
or concerning any matter or thing
connected therewith. The said
hearing shall be continued from
time to time and day to day until
fair opportunity for hearing has
been afforded to all desiring to
contest the said assessments or
proceedings and the City Council
shall have flower and shall correct
any errors, inaccuracies, irregu-
larities and invalidities, and shall
have power to, and shall, supply
any deficiency and shall have
power to, and shall determine the
amounts of assessments and all
other matters necessary, and shall
have power by ordinance to close
such Hearing and, by the same or
by a later ordinance or ordinances,
to levy such assessments before,
during or after the construction of
such improvements, but no part of
any assessment shall be made to
mature prior to acceptance by the
city of the improvements abutting
the property for which the assess-
ment is levied. It shall not be "•’c-
essary to levy all of the assess-
ments at one time or by a sin ie
ordinance, but said Hearing may
be closed as to each highway, or
portion thereof, constituting a unit
of improvement as above set out,
after a fair opportunity for hear-
ing has been offered to all desir-
ing to contest the assessments pro-
posed to be levied against the
owners and their properties abut-
ting on the highway, or portion
thereof, constituting such unit of
improvement, and the City Council
shall then have the power to levy
such assessments against the pro-
perty abutting on said highway, or
portion thereof, within each such
unit and against the owners there-
of as above provided.
No assessment will be made
against any abutting property or
owners thereof in excess of the
special benefits of such property
and its owners in the enhanced
value thereof by means of such
improvements as determined at
such hearing, all of said owners
and other interested parties are
hereby referred for further infor-
mation to the proceedings with re-

file with the City Secretary of the
City of Levelland, and particularly
to the estimate and statement of
the Consulting City Engineer on

Group Requests
City to Halt
Garbage Collections
The Levelland City Council
received a request Monday night
that the garbage collections be
discontinued allowing Levelland -
ers to remove the garbage them-
selves or that the collection be
made as taxes.
Also, a request was made that
♦he Tom Robinson plot, contain-
ing some 11 acres, be included
within the city limits.
i The track of land is located on
the northeast side of the city.
Present garbage collections are
$1 per month for residences with
one collection per week, and $2.50
for merchants with daily service
offered.

The Levelland Fire department
answered three ealls Monday. N*^
serious damage was reported.
At 12:15 p. m. they made a run
14 miles southeast of town to the
Arnett gin where a barn across
the road from the gin had caught
fire. The barn was saved but some
100 bundles of feed and 500
pounds of cottonseed was dam-
aged.
At 330 p. m. the department
answered a call at 610 Avenue E
where a house belonging to Carl
Ratliff had caught fire in a cloth-
ing closet. Some $200 in damage
was done to clothing belonging to
Mr. and Mrs. W. B. Reynolds who
| were living iu the house.
At 4 p. m. the department put
out a trash fire at the Tipp’s courts
south of Levelland.

Tuesday night.
The scheduled game between
Midwestern- Wayland colleges was
postponed when the Midwestern
squad was stopped by the bliz-
zard in Seymour. State 1 ‘ghway
patrolmen refused to let the team
make the trip on the hazardous
highway. The contest has been re-
scheduled and will be played
Thursday night Dec 14.
Approximately 400 spectators
braved the freezing weather to
•watch three high school games
