together well. Add eggs one
at a time. Add vanilla. Sift
flour and salt. Add to the
creamed mixture. Drop by
teaspoonful about 2 inches
apart on an ungreased cookie
sheet. Place a whole toasted
pecan on top of each cookie.
Bake at 350° for 10 minutes.
To toast pecans melt 1 table-
spoon butter in pie tin. Toss
pecans in butter and lightly
salt. Bake in 325° oven for
15 to 20 minutes. Pecans
can be toasted in microwave,
2 minutes on high.

Brewster County Judge
Vai Clarke Beard today an-
nounced a new initiative to
reduce drug and alcohol use
and abuse in Brewster, Cul-
berson, Hudspeth, Jeff Davis,
and Presidio Counties. The
five county consortium, led by
Brewster County, has formed
a partnership with the Rio
Grande Council of Govern-
ments and the Permian Basin
Community Centers to initiate
the Manos Que Ayudan Pro-
gram that will offer outpatient
substance abuse treatment to
adults and youths who reside
within the five county region.
The goal of the intervention
program will be to interrupt or
prevent the use of alcohol,
tobacco and other drugs by
youths who are showing early
warning signs of substance
use or abuse.
Through the Manos Que
Ayudan Program, the Permian
Basin Community Centers will
hire and train local residents
to provide intervention and
counseling services on school
campuses, in the community,
at juvenile detention centers
and at other appropriate sites.
Including farms, ranches, vacant land,
land in the C.R.P. program, oil and gas
interests, notes, etc.

Currently the drug treat-
ment and intervention serv-
ices that are offered in the
rural counties are not ade-
quate to meet the needs iden-
tified by school and commu-
nity leaders. Said Judge
Beard. “Our rural region has
been without adequate sub-
stance abuse treatment and
prevention programs for far
too long. Brewster County
appreciates the cooperative
effort that has gone into this
initiative and we are excited
about the prospects for this
new program."

The Permian Basin Community
Centers, headed by Larry
Caroll have been providing
mental health, mental retarda-
tion and chemical dependency
services for the past thirty-
seven years. This will be their
largest effort to serve the five
county consortium. The par-
ticipating counties will provide
support to the counselors,
and the Rio Grande Council of
Governments will provide
technical assistance and
evaluation for this model pro-
gram.
The $337,500 special pro-
gram for border counties is
funded by the Texas Council
on Alcohol and Drug Abuse
(TCADA). The program is
based on an experimental
model which suggests that to
adequately serve rural coun-
ties, coalitions and partner-
ships must be established and
that a team approach is es-
sential to treatment success.
The concept has been imple-
mented in rural areas of
Alaska and in some other
localities, but is new to Texas
and to the U.S. I Mexico bor-
der. Support from Represen-
tative Pete Gallego’s office
was instrumental in garnering
funding for the local initiative.
If this experimental program is
judged successful, it could be
