This past week was really pretty. We had a rain shower on Friday
and then again Monday. The algeritas are blooming and smell so
good, the green grass is getting a little taller, the filaree is standing
up where the cattle can get it, Barbara and Sam saw the first buz-
zards on the 13th and Spring officially begins Friday the 21st.
Margaret Marta went to College Station during Spring Break to
visit her daughter Becky . While there they went to the Houston
Livestock Show and Rodeo. It was held in the new Reliance Stadium
and Margaret said it is huge. There are many activities going on at
the same time. They got to see a horse show while there and the
horses were beautiful. There is also a big shopping area there and
you can buy anything from jewelry to furniture. They also got to at-
tend a Brooks and Dunn concert and Margaret said it was fabulous.
Margaret returned home on Thursday and Friday Becky left to Lou-
isiana to report for duty as she is in the Reserves. Julio and the
boys, Julian and Jessie stayed home and are breaking colts and
doing general ranch work. Jessie has also been doing a little roping.
Ben and Marty Canaba have their grandchildren Antion and Geo
and their daughter-in-law Jennifer Canaba visiting for the week from
Las Vegas, Nevada. Jennifer is also the daughter of Elvis and Hawk
Bustamante. Ben also took the fire truck over to the dirt bike races
that were held at Acala, Sunday, in case there was an accident.
Vayle Scarbrough and J.D. Welbourne also attended the dirt bike
races. Armando Arrelano and Sons held the grand opening of their
race track this past weekend. Once a month they well hold dirt bike
and four-wheeler races and this next weekend they will hold stock
car and monster truck races. J.C. Welbourne won the two dirt bike
races that he was entered in. J.C. was here visiting his father, J.D.
for Spring Break and returned home Sunday. Dusty Welbourne,
J.D.’s daughter returned home Sunday from visiting her mother dur-
ing Spring Break. Vayle also has a new mare that J.D. purchased for
her and Vayle says she is really nice.
Chuy Salinas went to Ft. Hancock Sunday to attend the 75th an-
niversary of the Ft. Hancock Catholic Church. They had a Mariachi
Band to provide the music for the celebration . Chuy had a very en-
joyable time and got to see old friends that she hadn’t seen in a long
time. Also attending the celebration from Sierra Blanca were Becky
and Whitney Walker. Chuy has also been baby-sitting ner new
grandson while his parents are at work.
Pilar West took her sister Delia Rico to El Paso to stay with their
older sister Mo and her husband Jimmy Carrillo. Delia is going to help
them out for a few days as Jimmy just had a pace-maker put in his
heart Sunday and Mo is having Chemo treatments after cancer sur-
gery. Jeffery Rico, Delia’s grandson is staying with Pilar while she is •
in El Paso. We wish them all a speedy recovery.
Adolpho Ramirez with the E.M.S. announces that there is apeti-
tion to hold an election to form a taxing entity for the E.M.S. It will
take a hundred signatures on the petition to get this done. The pro-
cedure is they first take it to the County Judge then to the Commis-
sioners Court, then a petition is passed around to get signatures,
and then it is taken back to the County Judge and then the election is
held. The E.M.S currently gets $800.00 per year from the County
and the sheriffs department is currently providing them with fuel.
David Morales, son of Linda and Chuy Morales has been de-
ployed to the Middle East. David is a ranger in the Armed Forces.
Chuy and Linda were both raised in Sierra Blanca and currently live in
Gallup, New Mexico.
Judy Canaba is expecting another grandson any day now. The
proud parents to be are Troy and Gloria Canaba. They have a little
girl Annika who was born on her grandmother Judy’s birthday. Judy’s
daughter Tina, and her husband Johnny Lujan live in Marfa and both
work for the Border Patrol. They have a nine year old son Jarett.
Judy’s father, Andy Virdell, was admitted Thursday to Vista Del Sol
Hospital with fluid on his lungs. They have not found the reason but
he is doing much better. We wis? him a speedy recovery.
Everyone is back in school after a much needed Spring Break.
Tuesday there will be a Junior High tennis match here against Dell
City and Saturday there will be UIL meet in Alpine.
Kay Scarbrough reports that the Special Calf Sale that Joe Rios
held last Monday was pretty successful. There were quite a few
calves there and a good buyer attendance. They were pleased with
the price their calves brought and it appeared that other sellers were
also pleased.

COMMISSIONERS COURT MEETS
THE STATE OF TEXAS
COUNTY HUDSPETH
Sierra Blanca -Commissioners met February 10, 2003, and held a
Special Meeting of Hudspeth County Commissioners Court. Present
and presiding: Becky Dean-Walker, County Judge; Pilar Ortega, Jim
Ed Miller and Jim Kiehne, County Commissioners (Commissioner Cur
tis Carr being absent) and Patricia Bramblett, County Clerk and Ex-
Officio Clerk of Commissioners Court.
A Motion was made by Commissioner Miller and seconded by Com-
missioner Kiehne to accept the Minutes of the meetings of January
13th, January 28th, and February 7th, as corrected. Motion carried.
There was no Communication with Commissioners.
A Motion was made by Commissioner Kiehne and seconded by Com
missioner Ortega to accept the Audit Report for the Treasurer’s Office
from October 1,2002 through December 31,2002. Motion carried.
Miller-Ortega, carried, to accept the Contract with Texas Tech Me*
cal Services for Service to the Jail, Contract Date February 1,2003
through August 31,2003.
Mr. Daniel Solis, Annette from Council of Governments, Richard Her
nandez with Secretary of State’s Office, and Mr. Irby and Jerry &
bajal met with the Court to discuss water in Fort Hancock and Vi
Allegre. It was agreed that the item be on the next Agenda for further
information.
Ben Canaba came before the Court in behalf of Hudspeth County
E.M.S. to discuss forming a taxing entity for the portion of the Count)
not covered by Fort Hancock tax.
Kiehne-Miller, carried, to table action on Item 7 regarding Hudspet
Regional E.M.S. until next meeting for further information.
Miller-Kiehne, carried, to select Jerry Carbajal as Planning Agent If
Contract #722145 for Colonia Comprehensive Planning Funds.
Kiehne-Miller, carried, to pay $200.00 Hook-Up Fee, and $30.00
month on Computer Data Base for Hudspeth/Culberson Probaft
Office.
Miller-Kiehne, carried, to appoint the following persons to the Gris’'
ance Committee. Christopher Castaneda, James Irby, Lupe Flores
Delia Sanchez, Nancy Baker, Gary Scarbrough, Terry Rose, Kaff
Miller and Adela Dees, with Rene Tamez as Alternate.
Miller-Kiehne, carried, to send Adolfo Ramirez or Sandy Pridgeon1
school to be certified for OSSF.
Kiehne-Miller, carried, to accept the Report of the Records Manage1
Miller-Kiehne, carried, to accept the County Agent’s Report.
Kiehne-Miller carried, to accept the Sheriff’s Report
Kiehne-(unnamed), carried, to accept the Coordinator’s Reportc
Progress on the Courthouse.
Kiehne-Miller, carried, to accept the Justices of the Peace Reports
Miller-Kiehne, carried, to pay the Bills as funds come available.

meeting.
