a Government system of long-term i

’ tangible has arrived.
The urgent desire on the part of
the Administration to do something
which will stimulate business before
the 1940 Presidential campaign is evi-
denced by the number of new pro-
jects for Government spending and
lending.
The best belief in Washington is •
that while the President is reconciled
to the plan of tax revision evolved by .
the Treasury and the Ways and
Means Committee, he is not whole- .
’ heartedly sold on the^idea that whut'
business nee is more than it does
fresh capital is relief from taxes of
a kind which make the risk of invest-
ment too heavy to be taken. The new
tax measure goes a long way in that
direction, through whether it provides
the perfect answer to business men’s
prayers remains to Tie seen.
Want Currency Inflated
The latest scheme to stimulate the >
circulation of money is the product of
the old “silver bloc.’’ Eleven Sena-
tors, headed by Thomas of Oklahoma
end McOarran of Nevada, have apian
to inflate the currency by two billion
dollars by using the gold stabilization
fund to.back new paper money issues.
This Is the fund created by the de-
valuation of the gold dollar In 1934.
Authority for further devaluation,
granted to the President at that time,
is contained in the pending stabiliza-
tion bill, and the President’s authori-
ty to issue three billion dollars of
paper currency with no metallic back-
ing stiU stands. The new project
would raise the price of silver bought
by the Government from 64 cent an
; ounce to 31.04. That would still leave
' a profit of silver coinage, since only
five-eighths of an ounce go into a sil-
ver dollar, and It would put more
money into circulation In the sliver-
producing states.
The western farmer-politicians, who
have never recanted their faith in the
Bryan free coinage ot silver plaw and
the virtue of paper motley, are expect-

Mr, Buchanan, assisted by Miss
