AUSTIN-The Texas House of
Representatives passed and sent to
the Senate Thursday a resolution by
Rep Emmett H Whitehead <of Rusk)
which calls for the popular election of
federal district judges
The House voted 81 to 46 in favor of
Rep Whitehead’s H.C R 28 The
resolution urges the U.S. Congress to
propose a Constitutional amendment
which requires federal district judges
to be elected for six-year terms by the
voters of the district they serve
"This resolution shows that the
people of Texas definitely have strong
feelings about the abuses of power
these federal district courts have
exercised," Rep Whitehead said
“We have seen dozens of cases
where innocent people have been
raped, robbed and plundered as a
result of the actions of federal judges
in releasing dangerous criminals and
mental patients," he said
“People feel that their rights are
being infringed on when thugs,
hoodlums and bandits are turned
loose from these institutions and out
among the people who pay the sala-
ries of the same federal judges,” Rep
Whitehead stated
"It was pointed out to me by an
official of a major Texas university
that any person who is given a job for
life and answers to no one will begin to
think that he can do no wrong
Federal judges, who now serve for
life, should be made to answer for
their actions That is what my
resolution calls for," Rep Whitehead
said
H.C R 28 will go to the Texas
Senate early next week where it is
being sponsored by Sen Walter
Mengden of Houston
Rep Whitehead noted that 79 per
cent of the voters in his district
supported the resolution, based on the
results of a questionnaire he
distributed
