Since nobody who has studied our
state budget problems in Austin
believes Bill Clements' numbers. I
see he's spending taxpayers dollars
to tour the state on a political cam-
paign instead of working on the job
he was elected to do in Austin If a
state budget is not passed quickly
this session he deserves blame for
state cash flow problems that could
cause the state to bounce checks, lay
off employees, see state bond
ratings drop, and be unable to send
state aid to school districts in time
for all our schools to open on time in
September
declared unconstitutional The at
torneys said there had been about 15
suits in recent years, with about half
of them resulting in new funding ef-
forts.
Kauffman said the other states
where school funding plans have
been overturned included Califor-
nia, New Jersey, Connecticut,
Arkansas, Wyoming and West
Virginia
Clark’s decision said evidence
showed the 2tk) school districts at the
upper end of the wealthy spectrum
spent more than twice as much per
student in 1985-86 as the 200 districts
of low wealth Texas has a total of
more than I.(XX)school dstricts
Clark also said evidence showed
the average local tax rate in the
state's Itx) poorest districts was 74
cents per $100 valuation, contrasted
with 47 cents in the too wealthiest
districts
The average spending per
students was $2,978 per student in
the poorest districts, and $7,233 in
the l(x> wealthiest districts

Instead of running all over Texas
on my tax money. I with the Gover

work with legislators as a leader
should Republicans in the
legislature have voted for funding
levels higher than his bottom line, so
why isn't the Governor listening9 Of
course, with their Governor out on
the road exerting partisan pressure
on them, it makes it hard for those
Republicans to work on bipartisan
solutions for all Texans

The Secret Everyone Knows
The secret of chemical dependen
cy is one that can t be kept An ex-
planation of the disease concept of
addiction is discussed
There's An Elephant
In Our Living Room
When someone lives in a family
where drinking is a problem, it's like
living with an elephant in the living
room that no one talks about This
session describes the effects on the
family system when alcohol or other
drugs are being used
The Merry-Go-Round
Galled Denial
Again and again people will do
what they say they will not do or
deny what they have done They
begin their ride on the merrv go-
round of blame and denial, a
downward spiral which
characterizes chemical dependency.
I'm tired of politicans like Bill
Clements acting like a "Pied
Piper", playing the tune people want
to hear instead of telling them the
truth Does he take us for fools9
Thank goodness some of the
legislators formed a "truth squad"
so people would know Clements' cuts
in education would cause massive
local tax increases The "truth
squad" should be commended for
using private funds instead of state
funds to finance their travels, and
travelling only when they are out of
session so they are not A W O.L like
Clements
When it comes to deciding who to
believe in this state budget debate.
I'll side with the way legislators of
both parties have voted They've
studied the details for months I sure
wouldn't side with Bill Clements, a
man who said he didn't tell the
NCAA the whole truth "because
there wasn't a Bible present." Is
there a Bible on his budget tour9

Students whose names did not match

they are required to register and

The sharing of records txdween
Education and Selective Service
stems from a provision of Public
laiw 97 252 An amendment to the
Military Selective Service Act re
quires that men be in compliance
with the registration law to be eligi
ble for student financial aid under
Title IV of the Higher Education Act
The rationale behind this amend
ment was that young men unwilling
to risk being called to serve the na
tion in a future crisis should not be
allowed to benefit from federally
funded student aid programs
Rep Gerald B Solomon iRNYt
sponsored the legislation which has
become known as the Solomon
Amendment Mr Solomon is a
strong supporter of Selective Ser
vice and his legislation has been in
strumental in increasing the
registration rate "Registration is
something that I believe strongly in
If a young man is going to accept the
responsibilities that come with
them One of these responsibilities is
